Research On Rural Health Poverty Alleviation In The Context Of Precision Poverty Alleviation Policy In China

Since the Eighteenth National Congress of the Communist Party of China,the Party Central Committee,with Comrade Xi Jinping as its core,has rallied all forces and resolutely won the battle against poverty.China's poverty alleviation work has been pushed forward with unprecedented strength,creating the best achievements in the history of poverty alleviation in China and writing a glorious chapter in the history of human anti-poverty.However,China's precise poverty alleviation is still facing a serious task.By 2020,even if China will eradicate absolute poverty for the first time in history,it will be an important task for the Party and the government to pay attention to the underprivileged and solve the problem of relative poverty among the masses.Moreover,according to the data from the Poverty Alleviation Office of the State Council,42.2%and 44.1%of the poor households returned to poverty due to illness in the archival Lika at the end of 2013 and 2015,respectively.It can be seen that poverty caused by illness ranks first among all poverty-causing factors and remains high.It has the greatest impact on poor families,far higher than other poverty factors.Based on this background,this paper combs the main policies and practical experience of health poverty alleviation through analyzing the circulation mechanism of "poverty-disease"in rural areas of China,and finds that although some achievements have been made in the implementation of health poverty alleviation policy,due to the special reality of poverty-stricken areas,there are still some problems in the governance concept service ability,ways and methods of health poverty in China.Fewer problems,and the existence of a vicious cycle of poverty-disease,will further deepen the poverty level of the poor and make it difficult to get out of the predicament.Therefore,this paper proposes that the path to achieve health poverty alleviation in China should focus on the time-space dimension of the "poverty-disease"cycle mechanism,based on the governance logic of health poverty,aim at the realistic challenges,and construct a multi-level policy intervention system consisting of governance,prevention,diagnosis and treatment,compensation and development levels,and ultimately,reduce health poverty through multi-level policy intervention.Problems occur.
