Objective:1.To describe the epidemiological characteristics of emergency public health events during 2011-2020 in Shanxi Province;2.Set up a quality evaluation indicator system for assessing the quality of emergency public health events reports in Shanxi Province;3.Assessing reporting quality of emergency public health events during 2011-2020 in Shanxi Province.Methods:Using descriptive epidemiology methods,and the “National Public Health Emergency Reporting Management Information System” to describe the epidemiological characteristics of emergency public health events reported from 2011 to 2020 in Shanxi Province,such as events grade,classification,epidemic trend,seasonal characteristic,high incidence places.Selected the evaluation indicators through two rounds of Delphi expert advice,calculated the weight by analytic hierarchy process,and establish a quality evaluation indicator system for emergency public health events reports in Shanxi Province.Calculated the quality scores of emergency public health events at general and higher levels,described the emergency public health events reporting quality characteristics for different types and cities of events.Yaahp 10.2 were used to calculate the weight of each index,all levels of index were needed to pass the consistency test,and the inspection level is consistency ratio(CR)=0.10.Excel 2010 and SPSS 19.0 was used to analyze the data.The discontinuous variables such as attack rates,mortality rates,fatality rates and indicator scoringrates were expressed by proportiono.Indicator scoringrates compared by Chi-square test.The continuous variable such as quality score were expressed by,compared by ANOVA.The significant level was 0.05.Results:From 2011 to 2020,a total of 13379 emergency public health events were reported in Shanxi Province.Among them,the classification of the events was mainly unclassified,13251 events were reported,accounting for 99.04%.The attack rate,mortality rate and fatality rate of major events were the highest.The main types of events are environmental events,12930 events and 17181 cases were reported,accounting for 96.64% and 63.58%,respectively.The attack rate,mortality rate and fatality rate of environmental events were the highest.Among the 12930 environmental events,two were water pollution events,and the rest were air pollution events(non-occupational carbon monoxide poisoning events).The peak time of incident reporting is from November to next March.The events reported in this time accounted for 87.57%(11716/13379)of the total number of incidents and the cases accounted for 72.83%(19682/27024).In four types of events,most of environmental events was reported during the heating season;The peak time of infectious disease events reporting was from March to June and from October to December;most of poisoning events was reported in July and September.Jincheng(5137 events,6609 cases),Changzhi(3227 events,5180 cases)and Yangquan(2878 events,4580 cases)were top three cities that had the highest number of reported events and cases.The highest attack rate and mortality rate were found in Jincheng,and the highest fatality rate was in Yuncheng.In four types of events,there was no environmental events reported in Shuozhou and Xinzhou;Taiyuan(92 events),Datong(54 events),Jinzhong(49 events)and Yangquan(49 events)were top three cities that had the highest number of reported infectious disease events;Most of the poisoning events was reported in Taiyuan(10 events)and Changzhi(10 events).Most of the events occurred in communities and families,accounted for 97.73%(13075/13379)and the cases accounted for 65.10%(17593/27024).In four types of events,most of the environmental events occurred in communities and families,accounted for99.85%(12910/12930);most of the infectious disease events occurred in schools,accounted for 56.88%(219/385);The attack rate,mortality rate and fatality rate of poisoning events in factories were the highest.2.Through two rounds of consultation with Delphi experts,the expert positive coefficient was 94.44%,the expert authority coefficient(Cr)was 0.91,the expert agreement coefficient(ω)for the first-rank was 0.422(P=0.001),and the expert agreement coefficient(ω)for the second-rank was 0.382(P<0.001),respectively.Finally,the quality evaluation indicator system using for emergency public health events reports were consisted 3first-rank indice and 19 second-rank indice.After consistency test,the consistency ratio of the judgment matrix of the first-level indice and the second-level indice were less than 0.10.The weight of each index was calculated.3.From 2011 to 2020,the average quality score of 128 emergency public health events was 82.06±14.88.Among all types of emergency public health events,emergency poisoning accidents had the highest score(86.96 ± 14.10),the score of environmental events was the lowest(77.95 ± 13.73),and the reporting quality was significant different among different types of events(P = 0.019).The top three cities of the reported quality score were Jinzhong(89.04 ±13.70),Yuncheng(88.18 ± 12.01)and Shuozhou(86.29 ±15.66),but there was no statistically significant difference among 11 cities(P=0.293).The reporting quality in 2013 was the worst.After 2014,the reporting quality scores of emergency public health events were above 80 points.The reporting quality of emergency public health events were different in different years(P = 0.029).For different types of events,there were significant differences in the score in grate of nine second-rank indicators,such as having the final reports,description of the composition of field epidemiological investigators,description of the basic situation of the epidemic place,establish the case definition,investigation the first case,distribution of characteristics on spatial,temporal and population,collection of samples for detection,track and management of close contacts and suspicious exposures,and summary evaluation(P < 0.05).For different cities,there were significant differences in the scores of five second-rank indicators,such as reporting time,description of the composition of field epidemiological investigators,investigation the first case,collection of samples for detection and summary evaluation(P < 0.05).Conclusions:1.The study found that the epidemiological characteristics of emergency public health events in Shanxi Province were that the reports were mainly caused by the ungraded environmental events,and winter and spring are the season of high occurrence of events,the main cities where the events report were Jincheng,Changzhi and Yangquan,and the main occurrence places were communities and families.2.Modified delphi method and analytic hierarchy process were used to develop a quality evaluation indicator system for evaluate emergency public health events report in Shanxi Province.3.According to the report quality evaluation,the report quality of environmental events was the lowest.At present,the weak links affecting the reporting quality of emergency public health events in Shanxi Province mainly include: establish of case definition,description of the composition of field epidemiological investigators,investigation the first case,collection of samples for detection and summary evaluation after the event.
