| With the increasingly complex and frequent public health events,which have caused huge economic losses and casualties,the national awareness of improving urban public health emergency management capacity and accelerating the establishment of public health emergency management system has also been strengthened.The proposal of the Central Committee of the Communist Party of China on formulating the 14 th five year plan for national economic and social development and the long-term objectives for the year 2013,which was deliberated and adopted at the Fifth Plenary Session of the 19 th CPC Central Committee,proposed to improve the ability to respond to public health emergencies and put forward new requirements for the ability of public health emergency management.As a small and medium-sized city occupying most of China,due to its particularity of "building a city by industry",the harm of public health events to small and medium-sized cities is deeper than that of large cities.Therefore,improving the ability of small and medium-sized cities to deal with public health events plays a vital role in reducing the impact of public health events and stabilizing the development of small and medium-sized cities.This paper mainly evaluates the public health emergency management ability of small and medium-sized cities by constructing the evaluation index system,determines and evaluates the weight of the public health emergency management ability of small and medium-sized cities through field research combined with analytic hierarchy process and fuzzy comprehensive evaluation method,and finds the problem of insufficient ability of small and medium-sized cities to deal with public health events,According to the evaluation results and combined with the actual situation,specific and feasible improvement measures are formulated to improve the public health emergency management capacity of small and medium-sized cities.On the basis of reading a lot of literature and relevant emergency management works,this paper uses 4R crisis management theory and pprr crisis management theory model,and uses the combination of analytic hierarchy process and fuzzy comprehensive evaluation method to analyze in detail the relevant problems of improving the public health emergency management ability of small and medium-sized cities from six aspects.Firstly,the research situation and current situation of relevant emergency management at home and abroad are sorted and analyzed,and the analysis methods and overall technical route are introduced;Second,define the concepts of small and medium-sized cities and public health events,and elaborate the theoretical basis of this paper;Thirdly,by referring to the national emergency policy text and the emergency plan formulated by small and medium-sized cities,select representative evaluation indicators to build the index system;Fourth,select representative research objects for research,assign and evaluate the weight of the research results by using analytic hierarchy process and fuzzy comprehensive evaluation method,and obtain the comprehensive score;Fifth.Based on the analysis of the evaluation results,it is recognized that the emergency plan system needs to be improved,the construction of emergency training system is unbalanced,the early warning and monitoring ability needs to be improved,and the application of science and technology is insufficient;Sixth,put forward reasonable improvement measures for the problems existing in the emergency management ability,focusing on the countermeasures and suggestions in the aspects of plan system,training system,early warning and monitoring ability and technical support,so as to lay a foundation for improving the public health emergency management ability of small and medium-sized cities. |
