Study On The Responsibility Of Tengzhou Municipal Government In The Development Of The Combination Of Medical Care And Pension

The pension mode of combination of health care and pension emerged under the background of increasingly serious population aging and the long-term separation of health care and pension service.It is a new pension mode which combines health care with pension and pays high attention to the physical health and health care of older people based on the traditional pension mode.The government should play the role of the guider,the regulator and the supporter in the combination of medical and nursing,but there are some problems in the process of government fulfilling its own responsibility.Lacking the top-level design and propaganda;medical personnel are not in place;the financial support is not perfect;the establishment of the evaluation and supervision system is not standard;and lacking the risk aversion mechanism.These problems have their inherent causes,such as the motivation is not enough,the influence of traditional ideas bring difficulties to the government,the existence of lazy politics,and the poor working initiative.To solve these problems and causes,we can make recommendations from some aspects: strengthen the propaganda of the combination of medical and nursing;do well in the medical personnel training and management;improve the financial support;establish the evaluation system,supervision system and risk aversion mechanism.
