Public Health Emergencies In Shapingba District,Chongqing Research On Emergency Response Mechanism

China has a large population,a vast territory and a complex terrain.The local custom,economic development and health and medical treatment levels are all different in different parts of the country.Therefore,China is faced with the risk of public emergencies in various directions of various types,and of high frequency.In an era of rapid economic and social development,growing public health risks and hidden dangers,and rising citizens’ expectations for the country’s governance capacity,the people urgently need the government to continuously improve its health emergency response level and handling capacity to create a safe,healthy,harmonious and beautiful living environment.The emergency response mechanism for public health emergencies should be power sinking and solid base,and the health emergency capacity and level of grassroots counties(districts)should be constantly improved to cope with the increasingly complex and changeable requirements.This paper follows the classical thinking of finding problems,analyzing problems and solving problems.The main research methods are literature review,investigation and summary,and Shapingba District of Chongqing is taken as the research object.Firstly,on the basisof reference and comparison of Chinese and foreign literature and research data,the author defines the emergency response mechanism of public health emergencies.Secondly,the present situation of the emergency disposal mechanism in Shapingba District is expounded from the three perspectives of organization mechanism,operation mechanism and guarantee mechanism.Taking the COVID-19 as a case,this paper introduces and analyzes the emergency treatment measures and problems in Shapingba District.At last,it puts forward ten suggestions,such as establishing a quick switching mechanism of government’s normal management and emergency response,improving the level of emergency decision-making,strengthening monitoring and early warning,and improving the mechanism of financial input.It provides theoretical basis and practical guidance for further improving the emergency handling mechanism of public health emergencies in Shapingba District.
