The three-year covid-19 epidemic has brought an unprecedented disaster to China.In this sudden public health incident,we can see that the public health emergency management mechanism in mega-cities such as Wuhan,Shanghai,Shenzhen and Guangzhou is not perfect,also saw most of the small and medium-sized urban public health emergency management mechanism of the shortcomings and shortcomings.Our country is a multi-level administrative system country,the development imbalance between regions is more prominent,the level of public health emergency management also exists a large imbalance.How to perfect and perfect the public health emergency management mechanism in different administrative regions at different levels and in different size cities is a subject worth studying.The author carefully combed the domestic and foreign research articles about the public health emergency management mechanism construction,and found that most of the theoretical research focused on the national level and large and medium-sized cities,but small and medium-sized cities,especially,the research on public health emergency management mechanism in cities below the county is very few.County area is the key regional node that connects the city and countryside,carrying 30.8% of the country’s population,and is the key carrier to realize the strategy of enriching the people and strengthening the county,building a strong public health defense system at the grass-roots level will provide a solid foundation for the nation’s effective response to public health emergencies."The county governs,the world all governs".How to strengthen the construction of public health emergency management mechanism at county level and improve the ability and level of grass-roots local government governance is an urgent task in China.A comprehensive study of public health emergency management mechanisms at home and abroad was conducted,using literature review and case study methods.The National Top 100 counties and cities--Xiantao Hubei Province,2020-2022 were used as research samples,the present situation of public health emergency management mechanism is comprehensively dissected,and the government emergency response in the four stages of Occurrence,development,Climax and recovery" is analyzed,Xiantao’s public health emergency management system.Therefore,it is found that its monitoring and early-warning mechanism is out of order,its organizational structure is not working smoothly,its medical treatment ability and level are low,its emergency materials reserve mechanism is not perfect,and its propaganda and education methods are not innovative enough,it is suggested that the construction of monitoring and early warning mechanism should be further improved,the medical treatment mechanism should be further improved with the improvement of medical treatment capacity and level as the core,and the efficient operation as the basis,to further rationalize the organization and coordination bodies;to further improve the “ Five dimensions ” such as the emergency materials reserve mechanism,and to further improve and improve the public health emergency management mechanism,we will comprehensively improve the ability and level of county-level local governments to respond to public health emergencies.
