Research On Emergency Mechanism Of The Public Health Emergency In Quan Zhou

Against the constant emergence of the emerging public health emergencies,how to show the advantages of the emergency response mechanism,how to optimize the emergency disposal mechanism,how can the government play a more effective role in the emergency response of public health emergencies,which is the main difficulty facing by the emergency response of public health emergencies.This article follows the classic technical route of found problem,analyzing problem and solving problem,based on the theory of crisis management and crisis life cycle theory,selection of important economic city of Quanzhou in Fujian Province as a case.Using investigating,literature analysis and case analysis,to review the current situation of Quanzhou public health emergency disposal mechanism from the perspective of government public management.Combined with the actual operation status of the emergency disposal mechanism of Norovirus enteritis epidemic in Quanzhou,it describes the important problems in the operation of the emergency disposal mechanism of public health emergencies,analyzing the influencing factors of the problems.It is found that there are some problems in public health emergency disposal mechanism of Quanzhou,such as administrative intervention,deficiencies in the preparation of plans,insufficient reserves of emergency materials and personnel,and barriers to information disclosure.The reasons are inadequate in six aspects: rapid response ability,spatial governance ability,public opinion response ability,urban and rural grassroots comprehensive response ability,resource allocation ability,and adverse impact elimination ability.According to these problems,based on the life-cycle theory of crisis to implement the whole process management of emergency response,corresponding countermeasures and suggestions are put forward to improve the ability of rapid response,space governance,public opinion response,urban and rural grassroots comprehensive response ability,resource allocation ability,and adverse impact elimination ability in the monitoring stage,response and persistence stage,and recovery and dynamic management stage.It provides theoretical support and practical guidance for the optimization of the emergency disposal mechanism of public health emergencies in Quanzhou.
