Research On Performance Management Of Community Public Health Service In Chengguan District Of Lhasa And Its Countermeasures

Community public health service is an important public health service meeting point for urban communities as a unit to implement the equalization of national basic public health services and strive to implement medical reforms.Taking the goal of "everyone enjoying health care" as the starting point,the government function embodies the concept of public values,and it is also the responsibility and performance of government departments for health services to community residents.Good community public health services can provide public health services and protect urban public health safety.Therefore,the performance level of community public health services can affect important factors in the health improvement of community residents,and can also affect my country’s progress in advancing the equalization of basic public health services and deepening the reform of medical and health care.In summary,the level of community public health service implementation performance is an important factor in the implementation process of the national basic public health service equalization.Therefore,how to improve the performance of community public health services is an important task that government departments,health department leaders,and public health service providers need to complete and achieve.In 2008,the relevant office of the Ministry of Health established Lhasa in the Tibet Autonomous Region as a key city for the construction of the community health service system of the Ministry of Health of Tibet.So far,ten community health service centers have been established in Chengguan District of Lhasa City,namely: Liangdao Community Health Service Center,Barkhor Community Health Service Center,Tamar Community Health Service Center,Zhaxi Community Health Service Center,Jinzhu West Road Community Health Service Center,Tibetan Heat Community Health Service Center,Gama Gongsang Community Health Service Center,Jibenggang Sub-district Office Community Health Service Center,Gongdelin Community Health Service Center and Jiri Sub-district Community Health Service Center.They provide basic medical services such as the prevention of infectious diseases,rehabilitation of chronic diseases,physical health care,family planning,and health education to ensure the improvement of the health of Lhasa residents and the floating population.This study objectively analyzes the related research on the performance management of community public health service in Chengguan District of Lhasa City,explores the problems existing in the process of performance management of community public health service in Chengguan District of Lhasa City,and analyzes the main influencing factors and factors in the performance management of community public health service in Chengguan District of Lhasa City.The degree of influence is not only needed to improve the construction of community public health services in Chengguan District,Lhasa,but also an important step to follow up the equalization of national basic public services and promote the harmonious development of our society.This study combs the existing related research,based on the relevant theories of community public product supply and government performance,and conducts research on the performance management of community public health service in Lhasa through the following content.First,review the domestic and foreign research on performance management and community public health service performance management,and use literature research methods to analyze existing relevant research priorities.Second,conduct a comprehensive analysis of the status quo of the performance management of community public health services in Lhasa by conducting field investigations and interviews.Third,the questionnaire was designed based on the theoretical model of this article and selected indicators.The questionnaires were distributed to the staff and managers of the Community Health Service Center in Lhasa.Fourth,use statistical methods such as multiple linear regression to analyze the various variables of performance management in this study.Finally,combined with the empirical analysis results and the literature research results combed in this paper,we summarize the existing problems in the performance management of community public health services in Lhasa,and propose solutions,hoping to better improve the performance management of community public health services in Lhasa.High-quality community health services actively respond to the process of equalization of public health services in my country.Among the existing studies,the research on Tibet’s public health services mainly focuses on the research on the equalization of public health services,and there are few studies on the performance management of community public health services.Sorting out the literature related to the performance management of community public health services,the research on the performance management of community health services mainly discusses the performance management issues directly through the performance management process(planning,implementation,evaluation,feedback).Therefore,based on this research status,this article makes innovations in research and research content,and constructs a theoretical model based on the results of performance management resulting from the interaction between the constituent factors and influencing factors of community public health service performance management.The selection of variables through theoretical models is used to design questionnaires,and finally,based on the results of empirical analysis,the problems in the performance management of community public health services are discussed and analyzed.
