Research On The Problems And Countermeasures Of Community Health Services In Xi'an

Community health service is an important part of people's livelihood.The Party and the government have always paid close attention to it.It plays an important role in promoting the development of public health,it is the basic link to ensure that everyone enjoys primary health care.Especially for the grass-roots people,community health service bears the responsibility of guaranteeing people's basic health,The development of community health services plays an important role and significance in alleviating the"difficulty and high cost of seeing a doctor",facilitating people's access to a doctor,lightening the burden of medical treatment and establishing a harmonious doctor-patient relationship.However,due to unreasonable allocation of public health resources,inadequate self-development and service capacity,as well as the residents' disapproval,the development of community health services has been constrained for a long time.Further improvement of the development system of community health services can,on the one hand,enhance people's access to basic health services and meet their health needs,on the other hand,help to achieve results in the development of public health undertakings.Therefore,it is necessary to explore and study the topic of community health services.At present,there are still some problems and puzzles in the development and operation of community health services,such as policy guidance,government financial investment,imperfect travel mechanism and lack of internal and external supervision and management,which affect the effectiveness of community health services.In order to understand the predicament of the development of community health services,we need to understand the current situation of the development,operation and service level of community health services in Xi'an.At the same time,if we want to find out the specific problems,we should also carry out on-the-spot investigation and inquiry to the community residents and health service personnel,find out the problems and analyze the influencing factors through their real personal feelings,and also need to learn from and absorb the relevant experience and lessons from the past,and analyze the causes of the problems,so as to rationally put forward corresponding improvement measures for the improvement of community health service.Because only by improving the operation system and service mode of community health service,can the quality and effect of its service be improved,and the growing health needs of community residents be met.Based on the public goods theory,the new public service theory and the three circles theory,and the documents issued by the Xi'an municipal government and relevant departments,this paper analyzed the current situation of the development of community health services,system construction and the results achieved.Secondly,through questionnaires and interviews to understand the relevant situation of community residents,in order to find out the changes of residents' health needs,from the past focus on disease treatment to gradually pay attention to disease prevention and health care;also to investigate and interview community health service personnel,and through the collation and systematic analysis of collected questionnaires,to understand the community.The dilemma of health service development and their working status found that they need to improve their business ability and constantly learn technical experience to better serve the community residents.On the basis of detailed investigation and through the framework of "value-ability-support" of the three-circle theory,this paper analyzed the existing problems of community health service,and explained in detail the public value of community health service,the execution ability of service and the insufficiency of support force.In addition,it further analyzed the causes of the problems affecting the community health service.Finally,it put forward some countermeasures and suggestions to improve the community health service in Xi'an based on the analysis framework of specific problems,causes and three-circle theory,such as rebuilding the value orientation,it is necessary to improve the basic functions of community health service and innovate the service mode;improving the execution and supervision of the community health service,including the training of health personnel and the ability of government supervision and management;increasing the support and propaganda of community health services need not only the investment and compensation mechanism of government funds,but also the propaganda of community health services,so as to gain the recognition of the residents and encourage the participation of multiple forces.Through the research,we hope to provide some new ideas for improving community health services,and promote the healthy and sustainable development of community health services.
