The Research On The Solutions To The Problems In Guangxi Urban Community Health Service Management

Background: Community health service is an important part of urbanhealth work and the basic link to achieve universal access to primary healthcare.It is essential to construct a new urban health service system withcommunity-based health services and reasonable labor division of communityhealth services, preventive health care institutions and hospitals to achievefurther improve the fairness and accessibility of health services to meet thehealth needs of the masses, the reasonable control objectives and major tasks ofgrassroots health reform excessive growth of medical costs; putting preventionfirst, combining prevention with control, function of both the Chinese andWestern medicine in primary health care institutions, optimize the structure ofurban health services, an important the practical significance.In1997, the introduce of" CPC Central Committee, State Council Decisionon Health Reform and Development" had indicated the direction of communityhealth services, laid down the basic principles of achieve overall goals indeveloping community health services. February21,2006the" StateDepartment guidance on the development of urban community health services"issued,which further defined the development of urban community health service guiding ideology, basic principles and objectives, proposed a series ofpolicies to promote the development of community health services,in whichshowed the determination of the country to develop community health services.2012Guangxi Zhuang Autonomous Region government issued a documententitled "opinions on further rationalizing the urban community healthmanagement system ", had provided further policy guidance for the managementof community health services in Guangxi.Objective: To investigate the strengths and weaknesses of different typesof community health services management in Guangxi, identify urgentproblem existing in developing urban community health service institutions atthe present stage and put forward feasible improvements measures andcountermeasures.Methods: The literature analysis, Data analysis, interviews, focus groupdiscussion method, SWOT analysis and other research methods were analyzed.Results:(1) From2007to2011, the number of community healthservices institutions in Guangxi increased and reached its highest point in2009,then showed a falling tend, but still had a slight increase in total.(2)Amount Guangxi community health service institutions, the number ofgovernment-run and hospitals-run community health service institutions waslarge,while the proportion of private community health service institutions wassmall.(3) From2007to2011, the total number of workers in Guangxicommunity health services had a substantial increase,and the increase was mostobvious in Nanning city and Liuzhou city while Fangchenggang, Baise,Hezhou etc. had smaller increase. But the ratio of doctors and nurses showed a gradually downward trend.(4) From2007to2011,Guangxi community health service institutions’total revenue and total expenditure showed an increasing trend and increasedsignificantly.(5) From2007to2011, the Visits number of community health servicesin Guangxi was growing rapidly, and grew even faster from2009to2011.Conclusion:To strengthen government functions and responsibilities andgive play to government’ core role of leadership in urban community healthservice development. Specifically,focus on strengthening qualified personnelteam, smoothing channels, improving two-way referral system;strengtheningadministration by law concepts, improving legal system. Give best to promotethe construction of urban community health service in Guangxi, so that themasses can enjoy a fair, efficient, convenient, fast, high-quality communityhealth services, ultimately promote national health standards.
