A Study On The Price Supervision Of Medical Service In Public Hospitals

With continuous development of the economy and society,great progress has been made on the medical and health undertakings,which greatly satisfied the medical and health needs of people,also safeguarded the health rights and interests of people.A new round of medical service price reforms has been trialed and planned for many years.Based on the price comparison of medical services,improvement of the labor value of medical staff,reduction of the cost on large equipment inspections and cancellation of the addition of medical consumables,the reforms have been expanded progressively in China.The current financial capacity of governments and the quasi-public goods of public hospitals determine the operation and development of public hospitals,which cannot be completely depended on the financial appropriations of the governments,also cannot be obtained benefits from the market.There is little study on the price of medical service analysis from the perspective of price supervision and inspection in both at home and abroad.Thus,the novelty of this article is to study the price of medical service from a perspective of supervision.By defining the related concepts,the boundaries were first set for the following analysis.Five historical stages of medical service price reforms in public hospitals in China are defined.The pricing mode and principle,as well as the supervision principles for public hospital medical service items are summarized.The current status of medical service price in public hospitals in X City was investigated and analyzed as an example.Using theories such as the public goods theory and price regulation theory,the medical service price problems have been analyzed using the specialized inspection data of medical service prices in X City in recent years.It was found that failure to execute the guidance price of the government,illegal price behavior,reasonable and illegal prices are the problems.The cause of the medical service price problem has been analyzed from the perspective of supervision,and the following three aspects were found: irrational price mechanism,difficulty of supervision to form a joint force,and lack of competitive policies.Finally,suggestions on improvement and perfection policy were raised: scientific pricing to explore more reasonable pricing mode,strengthening supervision to form multi-dimension resultant force,and enhance the competition to create a more effectively competitive environment.It is believed that a path to reform the price of medical service that suits China’s national conditions would be found through continuous efforts of academia,government monitoring department,public hospitals and others.A scientific and reasonable medical service price system with Chinese characteristics would also be established.The problem “Difficulty and High Cost of Getting Medical Service” can be solved by then,with improvement of people’s happiness and satisfaction on medical and health undertakings.
