The Study On Medical Price System Based On Medical Service Knowledge Cost Measure, Supervision And Control

The health care reform is always a hot topic. Moreover, the price system reform is also a key link of the entire public health system. As the medical care manifests the public welfare, how to solve the problem of off-set soaring hospital costs is of great importance. How to formulate a cost compensation mechanism and medical service price system conforming to the national condition is a topic that urgently needs to be dealt with at present.Considering the knowledge-technology-intense characteristic of the medical service system, the paper studied the above questions from the angle of Medical Service Knowledge Cost (MSKC) for the first time. The existing problem is taken as the starting point of this paper.Firstly, the theory of MSKC was proposed. Based on the analysis of the essence and the special traits of medical service, the economic nature and lifecycle process of medical service knowledge, the concept of MSKC was put forward. Afterwards, the connotation, function and components of it were expounded.Secondly, the MSKC measurement was studied. The concept of General Medical Service Center(GMSC) was put forward. Then the cost allocation method on GMSC and the cost allocation technique on indirect Service-GSMC based on the classification of resource consumption were illustrated. Furthermore, the measurement model of MSKC based on GMSC and Activity-Based Costing(ABC) was presented, and the measurement of each part of MSKC, especially the human resources cost and intangible resources waste, was explored, too.Thirdly, the MSKC supervision and control was studied. After the MSKC control theory which includes the theory of complementarity degree and validity of Medical Service Knowledge was studied, the MSKC supervision and control system was founded. Furthermore, the forecast techniques, control strategies and methods of MSKC were accessed.In addition, the compensation mode and its effects on prices were analyzed, and the game model of medical treatment supervision was set up in the paper. Moreover, the relationship between government supervision and hospital violations was opened out.Finally, based on the above study, the model of medical price system was given and correspondingly its key points were further analyzed.The medical price system proposed in this paper is a system based on the MSKC measure, supervision and control, with its focus on governmental compensation. It has great flexibility and thus easy to manipulate.
