A Study On Health Resources Allocation Efficiency In Anhui Province Based On DEA Model

In this study,16 prefectures and cities in Anhui Province were selected as the research objects,and the reality of health resources allocation and utilization in each city was taken as the starting point.Based on the relevant guidance of Pareto optimal principle and Rawls’ s theory of justice,the paper made a general descriptive analysis on the reality of health resources allocation in Anhui Province.And made horizontal evaluations and longitudinal evaluations of health resources allocation efficiency in Anhui Province by DEA efficiency analysis method.This paper puts forward some possible factors related to the efficiency of health resources allocation in Anhui Province,and makes an empirical analysis of the proposed hypothetical factors on the Tobit Regression Model,so as to find out the main factors that play an important role in the efficiency of health resources allocation in Anhui Province.According to the results of efficiency analysis and factor analysis,this paper puts forward corresponding policy suggestions on the problems existing in the allocation of health resources in Anhui Province.The results of this study include the following aspects: in the part of the allocation of health resources status quo,analysis results show that the health resources in the middle part and northern part of Anhui [Middle Anhui refers to the area south of the Huaihe River north of the Yangtze River in Anhui Province,including Hefei City,Lu’an City,Chuzhou City and Anqing City.Northern Anhui refers to the area north of Huaihe River in Anhui Province,including Suzhou City,Fuyang City,Huainan City and Bozhou City.] are more abundant than that in the southern part of Anhui [Southern Anhui refers to the area south of the Yangtze river in Anhui Province,including Huangshan City,Wuhu City,Maanshan City,Tongling City,Xuancheng City and Chizhou City.] and the geographical difference of health resource allocation is obvious.In terms of allocation efficiency,the results of DEA horizontal evaluation show that the allocation of health resources in Lu ’an City,Huaibei City,Huainan City,Chuzhou City,Maanshan City,Wuhu City and Huangshan City is relatively ineffective.According to the results of the DEA longitudinal evaluation,from 2013 to 2017,the allocation of health resources was relatively ineffective only in 2015.As for the factors affecting the allocative efficiency,the Tobit Regression results show that the factors affecting the allocation efficiency of health resources in Anhui Province are GDP per capita,density of health institutions and natural growth rate of population.The impact of GDP per capita and natural population growth rate is positive.However,the impact of the density of health institutions is negative.According to the analysis results,the main problems in the allocation of health resources in Anhui Province are unreasonable allocation structure,low quality of human resources and unbalanced allocation efficiency.Therefore,this paper suggests that Anhui Province should be guided by the needs of health services in the various regions in the future and carry out structural adjustment of input of health resources based on the reality of each region.And what’s more,Anhui Province should focus on the weak links,improve the technical efficiency and the utilization rate of hospital beds,and at the same time should do a good job in efficiency evaluation so as to provide the basis and guidance for optimizing the allocation of resources.Finally,Anhui Province should give full play to the leading role of the government and coordinate the economic development of the region as a whole.
