Research On Allocated Efficiency Of Health Resources In Rural Grass-Roots

The rational and efficient allocation of rural grasstoots health resources is closely related to the sustainale development of rural medical and health services, and is one of the important goals of health reform. In recent years, the goverment has made great efforts to carry out a comprehensive reform of primary health care, which create a good atmoshere and a rare opportunity for the intergration of uran and medical care system. But from the current situation, there are still a series of problems in the development of rural health services. Therefore, how to change the irrational situation and maximize the allocated efficiency in rural grass-roots health resources, has became an urgent problem that need to be solved.Based on DEA-Tobit model, this paper analyied the allocated efficiency of rural health resources and its influencing factors. First, measured the overall efficiency, scale efficiency and technical efficiency by DEA method,in addition, by mapping the amount of slack, measured the DEA invalid input redundancy and lack of value of output. Then,used Tobit regression model to analyze factors that affect the allocated efficiency of rural health resources. Finally,summed up the following conclusions:(1) Low overall and technical efficiency. (2) Resoueces are into surplus in central and estern region, and the structure of health institutions’resources is irrational. (3) Internal and external factors may act on the allocative efficiency of rural health resources, but internal factors played the main function.
