As the economic level continues to increase,the consumption level and quality of life of Chinese residents continue to increase.What deserves great attention is that,along with the rapid economic development,the poverty-stricken groups in China are still huge,and the complexity of poverty is deepening.According to the 2017 government work report,as of the end of 2017,there were still 30.46 million people in the rural population in China,and the poverty rate was 3.1%.At the same time,the problem of uneven poverty alleviation brought about by the imbalance of economic development in various regions has become increasingly prominent.As a financial transfer system,social security can play a strong role in balancing the income of all sectors of society and improving social equity.As the most important component of social security,rural minimum living security is closely related to the living conditions of the poor.Paying attention to the implementation and improvement of rural minimum living security is conducive to the effective use of poverty alleviation.It is of great significance to respond to the national call for poverty alleviation,to ensure the basic survival needs of the poor in China,and to achieve the goal of a comprehensive well-off society as scheduled.This paper focuses on solving the practical problems of inter-provincial imbalances in rural poverty alleviation.It focuses on the regional differences and influencing factors of rural minimum living security effects,and proposes countermeasures for regional coordination of rural minimum living security poverty alleviation effects..This paper analyzes the related research literatures on poverty and the minimum living security at home and abroad,and analyzes the fairness of China's rural minimum living security standards,the number of guarantees,and the guarantee expenditures in 2007-2016.Then,the descriptive analysis of poverty alleviation data of rural minimum living security in China from 2007 to 2016 is carried out.The spatial distribution of poverty reduction index is described in detail by using GIS technology,and the spatial autocorrelation effect of rural minimum living security poverty alleviation effect is studied by GeoDa software.test.In order to comprehensively analyze the regional differences in rural poverty alleviation effect,this paper selects per capita GDP,urbanization rate,unemployment rate,dependency ratio,per capita consumption expenditure of rural residents,social security from three aspects:economic factors,demographic factors and fiscal factors.And the employment of the proportion of expenditure,fiscal revenue and other indicators,using Stata software to build a fixed-effects model,to analyze the factors affecting the regional differences in rural minimum living security poverty reduction effects.The study found that since the establishment of the rural minimum living security system in 2007,China's rural minimum living security standards,the number of guarantees and the fairness of security funds have been increasing.The spatial pattern of poverty alleviation effect in China's rural areas is characterized by dynamic changes.The sub-high-level and high-level areas spread to the west,and the low-level areas contract to the central area,resulting in the phenomenon of "central collapse".As far as spatial correlation is concerned,there is no spatial autocorrelation in the poverty alleviation effect of rural minimum living security,both globally and locally.Through the research on the mechanism of influencing factors,it is found that urban urbanization rate,per capita GDP,social security and employment account for the proportion of fiscal expenditure,and fiscal revenue affect the poverty alleviation effect of rural minimum living security,but the influence of the same influencing factors on different regions is quite different.Finally,based on the research results of the factors affecting the regional differences in poverty alleviation in rural areas,the paper proposes to promote the poverty alleviation effect of rural minimum living security,implement regional coordinated development of rural revitalization strategy,rationally promote urbanization process and optimize fiscal expenditure structure.Policy recommendations.
