Study On Improvement Of The Rural Minimum Living Standard Security System In Anxi County Under The View Of The Precision Of Poverty Alleviation

In 2007,the State Council formally issued the notification on the establishment of the national rural minimum living security system,which proposed establishing rural minimum living security system in the whole country.The concept of precision of poverty alleviation was first proposed by general secretary Xi in October 2013,when he visited Hunan province to study the fight against poverty.As we know,the rural population accounts for most in our country currently.In order to keep the economy stable growth,maintain the social stability in the county government,it is important to guarantee the living standard of the poor in the countryside and help minimal assurance objects alleviate poverty precisely in the process of economic development.It is an urgent and realistic problem to improve the rural minimum living standard security system,which can help the poor people alleviate poverty,get rich and achieve the goal of the precision of poverty alleviation.This paper is mainly about the improvement of the rural minimum living security system in Anxi county,which has certain theoretical and practical significance.This paper take the Anxi county as a case,adopt the case study,collect the related materials by interviewing the leaders of the civil affairs bureau in Anxi county,department leadership,business staff and minimal assurance objects of Anxi county.On the basis of analyzing the interview materials to study the operation process of rural minimum living security system in Anxi county,some problems are summarized,including the difficulties in screening the security object,simplicity in safeguard way,lack of linkage mechanism between employment and poor people,not implementation of the dynamic management mechanism,and low efficiency of actuators and staff.The reasons for this series of problems are mainly due to the following factors: difficulty in verifying personal property and income,the lack of funds for rural residents and institutions,not strong in awareness of poverty reduction in rural areas,low quality and capability of performers,supervision mechanism is weak,government affairs are not transparent,regular and irregular selective examination is not clearly carried out.By participating in the practice of subsistence allowances,and combining with the actual situation of Anxi county,it puts forward the following constructive suggestions: innovation in identifying minimal assurance objects accurately,improvement of precision supporting measures,improvement of precision management mechanism,implementation of precision assessment mechanism.This paper analyzes how to improve the rural minimum living standard security system in county under the view of the precision of poverty alleviation,which is innovative and forward-looking.
