Research On The Implementation Of Health Poverty Alleviation Policies In Teng County, Guangxi

In the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was proposed to improve the national basic public service system in aspects such as disease and medical treatment,and resolutely win the fight against poverty by establishing a long-term mechanism to resolve relative poverty.As an important part of poverty alleviation in the country,health care poverty alleviation is vital for winning the battle against poverty.The policy aims at solving the current problem of relative poverty,so that the general public can enjoy public basic services such as medical treatment.First of all,this article sorts out the various measures of health poverty alleviation policy in Tengxian County.At the same time,field surveys are carried out in the form of questionnaires and interviews by talking to relevant agencies and policy recipients in Tengxian.On this basis,the Mitt-Horn model is used to analyze the data obtained from the survey and the results show that the following problems exist in the implementation of the health poverty alleviation policy in Tengxian County: From the perspective of the policy itself,the policy objectives are utilitarian and unadvanced.Insufficient and limited policy resources;from the perspective of the subjects who are in charge of the policy,the implementation of the executive agency’s work is poor,the enthusiasm of the executive staff is not high,and the lack of communication and coordination between different departments;from the perspective of the policy environment,the complex and backward environment of ethnic regions,traditional The idea of "addressing the symptoms rather than solving" is deeply implanted in our minds,making health care poverty alleviation prior to prevention of poverty,and weakening the effect of health care poverty alleviation.Secondly,from the perspective of Deborah Stone’s policy paradox,I analyzed the problems in the implementation of the Tengxian County Health Poverty Alleviation Policy and the problems are caused by the following reasons: the policy paid too much attention to political achievements,the policy resource supply was relatively insufficient,agencies are having a hectic schedule filled with assessments and tasks offered by the superiors,heavy tasks but low salary subsidies,weak awareness of information sharing,and a complex and backward environment in ethnic areas.These are the main reasons for the problems in the implementation of Tengxian’s health policy.Finally,six suggestions were put forward to improve the effectiveness of the implementation of the health poverty alleviation policy in Tengxian:Promote the changing of the customs and promote a healthy and healthy lifestyle;establish information sharing and unified coordination mechanisms;construct incentive and constraint mechanisms for policy implementation subjects;better division of labour so as to improve work efficiency;increase the input of policy resources;encourage policy executors and stakeholders to participate in policy development.These suggestions are aimed at providing several suggestions for the implementers of the health poverty alleviation policy in Tengxian County to improve the effectiveness of health poverty alleviation policy implementation.
