Research On The Status Quo Of Pilot Long-term Care Insurance In Shanghai

Since the 21 st century,the trend of population aging and aging in China has been accelerating.Shanghai has entered the age of aging.With the increase of the size of the elderly population and the extension of life expectancy,the physical function of the elderly declines with the increase of age.The number of the disabled elderly who partially or completely lose their ability to take care of themselves is huge,and the demand for long-term care is prominent.In recent years,more and more attention has been paid to disabled elderly groups in China.Qingdao,Shanghai,Jiangsu and other regions have begun to pilot the establishment of long-term care security system.In July 2016,the state issued pilot opinions,choosing 15 cities with different levels of economic development as pilot cities.As the first pilot cities,Shanghai also issued pilot opinions and implementation rules after the release of the national pilot opinions,and launched pilot projects in the city in 2018.As the aging population of Shanghai is one of the most serious cities in China,the number of disabled elderly is increasing,which will undoubtedly lead to an increase in the burden of care.Therefore,the long-term care insurance system implemented by the government is of great significance to solve the nursing problems of the disabled elderly.This paper analyzed the characteristics,implementation effect,existing problems and causes of the pilot project of "Long-term Nursing Insurance" in Shanghai,and put forward policy recommendations.Using questionnaire survey and interview method to obtain information,the implementation of Shanghai long-term care insurance system was analyzed,and some current problems of Shanghai pilot system were analyzed.At the end of the article,we put forward some specific solutions,hoping to alleviate the difficulties in reality,to promote the rapid,stable and standardized development of long-term care insurance in Shanghai,to solve the problem of long-term care for the elderly in some families in Shanghai,and to enable the elderly to enjoy a quality of life in their later years.
