Public hospitals are an important part of C hina’s medical and health service system.As the precious resources of public hospitals,health manpower plays an important role in improving the efficiency and quality of medical service.At present,the main basis for the public hospital staff establishment and management in our country is the trial draft of the institution staff organization of comprehensive hospital,which published by the ministry of health in 1978.The standard came from the planned economy era,however,40 years over,China’s medical and health services developed rapidly.With the increasing demand for medical services,hospital beds are keep growing,the number of off-staff workers are increasing rapidly,the original management method is not adaptable for the needs.There are many problems arises,such as insufficient amount of the institution staff,unreasonable staff amount and rigid management.At present,lots of cities have begun to explore the staff management reform of public hospital,but the direction of policy change is not clear.Therefore,it has great significance to improve the relevant policies of public hospital by explore the staff management optimization plan.This paper is divided into three parts:The first part is elaborates the purpose and significance of my research.Summarize the research results of domestic and foreign scholars on the establishment and management of public hospital staff and related problems.The second part introduces the basic concept of this research and the connotation,elements and principle of the institution staff management.This paper guided by the public product theory and the personal and organizational matching theory.In the third part: the author took 18 comprehensive public hospitals in xi ’an as the research sample,investigate and research on the management status of the institution staff,and use the SPSS17.0 software for data analysis.Analyzes a nd summarize the existing problem of the institution staff management of xi ’an comprehensive public hospital.Namely,the lag of the standard policy,exceed and vacancy staff phenomenon,the off-staff members management problems,and the rigid management mode.Based on the practical research in former chapters,the author try to explore the optimization management of the institution staff in xi ’an comprehensive public hospital.Looking forward to provide some policy reference for the comprehensive public hospitals management innovation.
