Research On Regulation Of Occupational Safety And Health In China’s Textile Industry

With the rapid development of industrial production and national economy,occupational safety and health incidents occur frequently,and the situation of OSH is increasingly serious.Occupational disease and accidents have become a serious social problem,a serious threat to the labor’s physical-mental health and life-property safety.OSH has become a social hot issue of high concern to all mankind and important livelihood issues,which has attracted the attention of the government.Since the founding of new China,especially in 40 years of Reform and Opening-up,China’s OSH supervision system has experienced many adjustments.The competent authorities switched among the labor department,Ministry of Health,State Administration of Work Safety,and etc.,while the regulatory functions of special equipment and special industry are classified into general administration of quality supervision,inspection and quarantine(AQSIQ)and industry executives.China’s OSH supervision model is the comprehensive regulation of multi-sectoral interdisciplinary segmentation.Given the frequent changes of the regulatory body,the continuous adjustment of the functions of the regulatory agencies,and the lagging of enactment and amendment of laws and regulations,it has caused China’s OSH supervision functions cross and absence,unclear responsibilities,lack of effective communication between regulators,fragmentation of management,and public service cracking.Using literature study and participatory observation,this paper points out the fragmentation problems existing in the OSH supervision of China’s textile industry.It analyzed the cause of the regulatory issues from the aspects of government,enterprise and social public lever,OSH related bodies,with the purpose of exploring the effective path to solve the problems.Holistic governance theory,which emerged in Britain in the 1990 s,provides an effective theoretical framework and practical guidance for the problems existing in the OSH supervision of China’s textile industry.Holistic governance model takes the public demands as the value orientation,using the information network technology as the main tool,using the integrated and coordinated management strategy,relying on the mechanism of responsibility and trust,focusing on the effective integration and coordination among fragmentation of governance hierarchy,governance function and public-private sectors,cooperating together to solve wicked problem,continuously from broken to integrated,from scattered to centralized,from part to whole,provide high quality and efficient seamless public service to the social public,and effectively solve the problems of departmentalization and fragmentation caused by traditional bureaucracy and new public administration.Therefore,the paper used the holistic governance model as the theoretical analysis framework,on the basis of systematic review of relevant literatures and engaging in corporation social responsibility audit of textile industry for many years,it is pointed out that the supervision of OSH in the labor-intensive textile industry exists such problems as decentralization of supervision function,overlap and absence of supervision function,separation of government,isolation of information,weak supervision power and low service efficiency.The paper argues that the main reasons for the difficulties of OSH supervision in China’s textile industry are as follows: System imperfection and departmental benefit game are the root cause of the predicaments of OSH supervision in China’ textile industry;the complexity of the objects of supervision increases the objective obstacles of the OSH supervision work in China’s textile industry;the lack of government guidance for the public makes it difficult for the public to play a synergistic role in the supervision of OSH in China’s textile industry.Finally,the paper points out the solution to optimize the integrated regulation of OSH in China’s textile industry: Base on the value orientation required by the public,improve the legal system of OSH in China’s textile industry,and timely revise laws and regulations,duly issue the OSH Act;from the static,adjust the government organizational structure,build the holistic supervision system of OSH in China’s textile industry,establish the unified supervision agency of OSH China’s textile industry,actively promote the integration and collaboration of multiple bodies such as the government,enterprises and the public,and eliminate the problem of departmental supervision,function crossing,absence and separate administration.From the dynamic,realize the reengineering and innovation of OSH supervision process China’s textile industry.Using network information technology as the main technical tool,build a unified information platform and one-stop service window for OSH to realize the sharing and simplification and standardization of information resources,improve service efficiency and effect,and eliminate information islands.In addition,the government should make the most usage of the internet plus technology,actively organize and conduct professional training on OSH for relevant bodies of OSH regulatory in China’s textile industry,and continuously improve the accomplishment of relevant OSH bodies,create a good OSH regulatory environment,and further contribute to the sustainable improvement and development of the whole OSH supervision work,to safeguard workers’ life safety and body-mind health,to realize the maximization of the social interests as possible,to promote the government’s credibility,and realize green-sustainable development of labor resources.
