Research On The Performance Evaluation Index System Of Medical And Nursing Institutions Of Gansu Province

Objective: Based on learning the current research status of the performance evaluation index system of medical and nursing institutions at home and abroad,through quantitative and qualitative research on a performance evaluation index system of the medical and nursing institutions in Gansu Province,to standardize and guide the efficient service of medical and nursing institutions and provide certain reference for the government further to regulate industry behavior and guide practice.Methods: Using literature analysis to learn the research progress and current situation of performance evaluation of medical and nursing institutions and to build the initial index database of its.Through critical informant interviews to learn the current status and problems of medical and nursing institutions in Gansu Province and collect the related data of its,such as the number of beds,occupancy rate,number and classification of elderly institutions;basic information of expert consultation and collected baseline data by using descriptive statistical analysis method;the degree of importance of established performance evaluation index database was scored by the expert consulting method;the factor analysis and balanced scorecard card(BSC)method are used to construct a performance evaluation index system.Results:1.Analysis of the basic status of medical care and nursing in the four cities of Gansu Province(Lanzhou,Qingyang,Baiyin,Jinchang): the proportion of the population aged over 65 in the four cities from high to low is lanzhou(11.08%),baiyin(11.15%),qingyang(9.93%)and jinchang(4.71%);the service model of the medical and nursing institutions mainly consists of three types: medical and nursinginstitutions that sign cooperation agreement,combine medical care and nursing,and medical keep in a raise;the nature of the organization is public-run of public construction,private business of public construction and private-run of private construction;the service items mainly include life care,medical security,safety guarantee,daily agency,social work services and cultural and recreational activities;there are 9 medical and nursing institutions in Lan Zhou,6 in Qing Yang,1 in Bai Yin and 1 in Jin Chang.2.Establishment of performance evaluation index system of medical and nursing institutions in gansu province,literature review,interviews with key insiders,expert consultation,factor analysis and BSC methods were used to construct a performance evaluation index system for medical and nursing institutions,and a three-level index system was established,Among them,there are 4 first-level indicators,11second-level indicators and 60 third-level indicators.3.Determination of index weight of performance evaluation: using the common factor characteristic roots and factor rotation load matrix coefficient to determine the weights of each indexes at all levels.Among them,the level of importance of the first-level indicators is in order of Financial index(0.5712)> Internal business processes index(0.3167)> Service objects index(0.0751)> Learning and growth of staff(0.0370);among the secondary indicators,the indicators with greater weight include input and output(0.5403),basic supporting software conditions(0.0762),satisfaction with the elderly(0.0751),medical and life care(0.0562),and effect of service(0.0497);among the three indicators included in each secondary indicator,the larger weighted indicators are the funding subsidy of the government department(0.3191),satisfaction of employees’ working conditions indexs(0.2268),the satisfaction of the elderly with the health care service conditions(0.2182),standards of institutional access system(0.2120),relevant items included in the medical insurance system(0.2086),the proportion of the sunny rooms in the total number of rooms(0.1857),providing emergency medical services(0.1649),the number of types of medical services provided(0.1577)and the operating costs(0.0954)etc.Conclusion:1.The implementation of the integration of medical and nursing work in Gansu province has achieved certain results,mainly reflected in the increase of the number of medical care and nursing institutions,the expansion of service contents and the cultivation of service talents.2.Construct the performance evaluation index system of medical and nursing institutions in Gansu province,the important components part of performance evaluation includes operating costs,effect of medical services,satisfaction of the elderly,support of government,the inclusion of related projects in the medical insurance system and employee satisfaction etc.
