| Since the social security informationization was incorporated into the overall strategic layout of the national informatization construction in 2006,the new type of rural cooperative medical care in most areas of China began to introduce information technology into business processes,and continues to this day,the pace of process reengineering for new rural cooperative medical services.Still not stopped.The implementation of the new rural cooperative information system platform projects at all levels is of great significance to improving the health of farmers,promoting rural economic development,and building a harmonious society.However,reports on the actual completion of the construction of the new rural cooperative information system platform have been uncommon.This failure to predict the results of the emergence is not sudden,but in the long-term process of reengineering the new rural cooperative business processes gradually accumulate.Therefore,the cause of the problems that have been highlighted in the process of exploration and breakthrough is due to deepening the process of reengineering NCMS business processes.After sorting out the relevant literature,we found that the macro-level study of the implementation of the new rural cooperative medical system and the relevant stakeholders,and the micro-study of the specific implementation of the new rural cooperative medical system have a certain depth,and for the new rural cooperative business process Theoretical research and empirical research are slightly inadequate.In particular,there is little analysis of the implementation of the NCMS business process in the process of project implementation being obstructed or deviating from the expected goals of project implementation.This paper aims at Xuancheng Xuanzhou District’s new rural cooperative information system platform construction project,and tries to analyze the new rural cooperative business process reengineering through the analysis of the theoretical connotation and applicability of the “technical implementation framework” from the perspective of organization and institutional analysis.This process of cross-departmental multi-agency e-government projects and its influencing factors.The Xuancheng Xuanzhou District’s new rural cooperative information system platform construction process is actually the process of introducing and applying information technology to institutions involved in the new rural cooperative business process.On the basis of case analysis and in-depth interviews,the paper elaborates the issues of the planned implementation of the new process,the limited progress of the construction of the information system platform,and the lack of coordination between institutions and personnel during the construction of the Xuancheng New Rural Cooperative Information System Platform project.produce.Based on the "technology implementation framework" theory,the impact of organizational forms and specific institutional arrangements on the process of NCMS rural business process reengineering was discussed in depth in the process of NCMS business process reengineering.Through an explanatory case study,it is found that organizational factors play a fundamental role in the process of NUS business process reengineering.Whenorganizations introduced information technology to reengineer new rural cooperative business processes,the factors affecting cross-departmental information sharing existed between the organizational structure before reengineering and the inter-virtual organization network reconstructed in the original organizational structure.Institutional factors are decisive,both impediments and impetuses.Formal and informal institutional factors are embedded in the organizational structure,affecting the results of the use of the new rural cooperative information system platform by actors within the organization.The two factors play a complementary role in the process of NUSR business process reengineering.Finally,some management countermeasures and suggestions on how to promote the reengineering of the new rural cooperative medical treatment are proposed. |
