As the important concern of our party and the government,medical and health care has been paid more and more attention by the society in recent years.As the last link of the medical experience of the farmers,the new NCMS discharge reimbursement link is directly related to the patient's medical perception and the building of the brand image of the hospital.Based on the theory of process reengineering,this paper studies the practical application of BPR theory and queuing theory at home and abroad.Taking H hospital as the object of research,this paper makes a diagnosis of the current new NCMS discharge reimbursement process in H hospital by the analysis method of industrial process analysis,satisfaction survey and queuing theory.The main problem of H hospital discharge reimbursement process is too long queuing time and low patient satisfaction.First of all,in view of the long queuing time problem,the author redesigns the new NCMS reimbursement discharge process model with the help of engineering analysis.Through the 5W1 H and ECRP principles of the IE analysis,the author puts forward the solution of the process reengineering,that is to clear the unreasonable links,merge the repeated labor steps,and reorganize the various paths.Optimal ordering.After the process optimization,the patient can hold the discharge notice and go to one window at the inpatient department,and deal with the discharge payment and the new rural cooperative medical reimbursement process at one time.Queuing is optimized from "three stops" to "one stop".The process consumption time is shortened from 1 hours to less than 15 minutes.Most of the patients have significant improvement in the overall queuing time.Secondly,due to the uneven time of settlement of patients at different times,the settlement window service ability is not flexible in time.With the help of queuing theory,the service carrying capacity of windows is reasonably planned.By collecting data,formulating rules and determining parameters,the waiting time,arrival time,departure time and arrival frequency of different stages are statistically analyzed,and the busy degree of windows in different periods of time is obtained,and the daily industry is quantified.The open number of the optimal window to deal with the peak wave valley and the key peak period,balance the contradiction between the waiting room time of the patient and the hospital space and the cost of manpower.After the optimization of the number of windows,the service ability of the window has been greatly improved in the time and space distribution,and the waiting time of the patient is further shortened,which realizes the win-win of the patients' satisfaction and the optimal allocation of human resources in the hospital.
