| The Center for Disease Control and Prevention(CDC)is responsible for the prevention and control of diseases,and also public health supervision and management.With the progress of the reform of the “13th Five-Year Plan”,the demand for public health services has greatly increased.Public welfare institutions are facing different opportunities and challenges than in the past,such as the CDC.The reform not only provides more favorable external conditions but also brings more challenges to the CDC: the internal financial system and management methods are relatively outdated,and the performance evaluation system is not perfect.This paper mainly focused on the performance evaluation system of the CDC.Based on the basic theory of performance management,the Balanced Score Card(BSC)method was introduced in this paper,which combines both theoretical researches and case studies.Firstly,a questionnaire survey was conducted on the existing performance evaluation system of the M CDC,which reveals the existing problems:imperfect performance evaluation system and unreasonable evaluation indicators.Next,in order to solve these problems,based on the actualsituation,the BSC method was introduced into the performance evaluation system.Then,a new performance evaluation system based on the BSC method was constructed for the M CDC.According to the strategic objectives of the center,the strategy map was formed and the evaluation indicators were also supplemented to five dimensions,which includes the service object,internal management,business efficiency,financial management and learning.The weights of each indicator were calculated by the analytic hierarchy process,and the scoring methods,standards and target values of the performance evaluation were designed.Finally,the applicable situations were discussed,and some measures to ensure the implementation of the performance evaluation system were proposed.Due to the special nature and status of CDC,the introduction of the BSC method,which is often used in enterprise performance management,for performance management will be a bold and beneficial innovation.Through the research in the performance evaluation system of M CDC,some experience and reference for the establishment of the performance evaluation system for other public welfare institutions could be provided. |
