With the continuous development of China's economic construction,the country's strength has grown,the medical and health industry has developed rapidly,and many problems have been solved.At the same time,many new problems have been exposed.Therefore,it is imperative to promote the reform of the medical and health system.The reform of the medical and health system is of great significance for safeguarding social security,safeguarding national stability,and promoting economic development.It is an important and arduous task on the road to deepening the reform of socialism with Chinese characteristics,and is also an important strategy for China to formulate its future development.With the deepening of social transformation,China's doctor-patient relationship has undergone new changes.In the transition period between the new and old medical and health systems,the construction of talent teams in public health institutions faces such problems as working conditions and environmental degradation,inadequate incentive mechanisms,and income distribution.Outstanding mechanisms such as imperfect mechanisms,tension between doctors and patients,social evaluation and decline in social recognition have led to the continued loss of medical and health personnel,which has caused incalculable losses in deepening the reform of China's medical and health system and promoting the development of medical and health care.On March 17,2009,the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of the Medical and Health System" was approved by the Central Committee of the People's Republic of China and the State Council,and the "Implementation Plan for Deepening the Reform of the Medical and Health System from 2009 to 2011" was determined.Since then,a new round of medical and health system reform plan was officially released.The new medical reform plan proposes that the current reform of public hospitals must always follow the principles of social welfare and social benefits.Therefore,in the context of the new medical reform,the performance management model of public hospitals needs to be transformed.This paper starts with the background of the impact of the new medical reform program on the employee performance management model of public hospitals,combined with the experience of public hospitals in domestic and foreign public hospitals for performance management,using research methods such as literature comprehensive research method,comparative research method and case study method.The investigation,research and analysis of the performance management mode of NC1 public hospital in Nanchang have obtained the lack of public welfare,lack of concept awareness,unsound organization,imperfect communication and feedback mechanism,and assessment of the performance management model of NC1 public hospital in Nanchang.The results use unreasonable and other significant problems,and analyze the causes of these problems in view of the existing problems.This paper proposes the establishment of public welfare-based financial evaluation for the loopholes and shortcomings of the current NC1 public hospital employee performance management system.System,improve the weight of science and education research in employee performance management,improve the performance evaluation system of all staff,improve the evaluation communication and feedback mechanism,strengthen the application of assessment results,and other five improvement measures,and the dean,clinical department director,medical technology department Director,doctor,nurse,medical technician And administrative support staff assessment standards were designed,noting that improvements needed system security,be liable for past hospital performance management deficiencies have some degree of research to supplement and perfection.
