The reform and improvement of performance management in public Hospital is the focus of new medical reform. H Hospital, as a tertiary level hospital with inadequate and unreasonable performance management, cannot comply with the requirements of new medical reform. Under this condition, building a complete and sound performance management system is imperative, especially for the relatively backward hospital clinical, medical departments.This paper reviews the research evaluation results at home and abroad about hospital performance management. Based on clinical status and performance assessment in H hospital, the hospital performance management will be divided into two modules: one is the quantitative assessment indicators, which relied on a Balanced Scorecard classical theory, combined with the Delphi method and the use of principal component analysis for regression to build the hospital clinical and medical departments’ quantitative index evaluation system. Another module is qualitative assessment, which mainly used the prospect theory of Kahneman point’s subtraction method. Finally, the author chooses a representative data of the management system to be testified. Then the performance management will be promoted to a comprehensive and efficient level. With these actions done, promoting the level of hospital management and achieving the requirements of the new medical reform can be realized.
