Research On Risk And Prevention Of Quarantine Management In Hainan Province

Under the framework of public health,health quarantine is based on the theory,technology and method of public health.It can spread across regions,countries and continents,which endangers human life and health.It constitutes various public health risks conceemed by both international and domestic governments.It implements public management behavior of active monitoring,prevention and passive inspection control.The core task of health quarantine is to manage the public health risks concerned by health quarantine.Risk management is an important requirement of port core competence building.It has the characteristics of scientific and eficient,and has been gradually applied in health quarantine supervision in recent years.With the increasing complexity of the intermational and domestic security situation,it is necessary to carry out risk management in health and quarantine work.According to the results of risk analysis,we should adjust the thinking and key points of health and quarantine work,and do a good job in the prevention and control of infectious diseases and public health events.Based on the actual situation of health and quarantine management and prevention and control at Haikou Airport port,this paper chooses the current port health and quarantine management and prevention and control system as the research object.On the theoretical level,through collecting and sorting out relevant materials,systematically combing the legal support,organizational structure and specific practices of the health and quarantine prevention and control system at Haikou Airport port,the existing system is found.At the practical level,by collecting and studying the relevant data and prevention and control examples of Haikou airport port in recent years,this paper summarizes,summarizes and analyses the effect,existing problems and possible reasons of current management and implementation of prevention and control.On the basis of the above research and drawing lessons from the development of health and quarantine management and prevention and control at advanced ports abroad and at home,six aspects should be taken as follows:perfecting the construction of laws and regulations,establishing the global epidemic surveillance system and risk management system,deepening the joint prevention and control mechanism at ports,perfecting the personnel security system and training system,strengthening the construction of health informatization,and enhancing the port emergency management capacity.It is hoped that this study will be of practical significance to Hainan Province and other frontier ports in the future,to further improve and improve the port health and quarantine management system,to further enhance the capacity of port health and quarantine prevention and control,and to ensure national health and safety.
