The Middle East respiratory syndrome,Ebora disease,Zika virus and H7N9 flu epidemic spread in the world,presenting new onset and recurrence,prone,high incidence of the situation,the threat of quarantine infectious diseases in China is increasing.As the largest trade port in the north of China,the international trade,exit and entry international ships,aircrafts and personnel of Tianjin port exchange increasingly,as the result,the risk of epidemics spreading into China through Tianjin port increase.The port health quarantine is the first line of epidemics prevention and control,the quarantine of entry-exit personnel,vehicles and transport equipments,and may quarantinable infectious diseases of luggage,goods or postal parcels,are the basic contents of port health and quarantine.How to change the epidemic situation and continue to reflect their own problems,innovative methods of quarantine,and protect the public health and safety of the port effectively,is a new requirement for Tianjin port health and quarantined.Based on the above situation,this thesis will start from the theory of public management of the port inspection and quarantine laws and regulations,draw on the experience of domestic and foreign port health prevention,card system of the overall framework of Tianjin port health and quarantine prevention and control.We will make concrete analysis to Tianjin port health and quarantine control,point out the lack of professional talents,the overall low level of health and quarantine inspection and law enforcement and other issues,and put forward the optimization countermeasures of Tianjin port health and quarantine control.The countermeasures are as the following.It should accelerate the construction of wisdom of health and quarantine applications,achieve the rationalization of the health and quarantine infrastructure and equipment,strengthen epidemic prevention and control of risk management of inspection and quarantine treatment efforts,continue to promote the core capacity and construction of anti-terrorism capacity building.At the same time,it should establish strict health and quarantine responsibility system to provide a theoretical reference,and improve the methods of Tianjin port health quarantine prevention and control ultimately.
