To improve the procedure and increase the efficiency of health quarantine for an entry ship in Taicang Port, we analyzed the deficiency of existing health quarantine mode by collecting and comprehending the actual quarantine laws and regulations. With the theory and technique of process improvement in Industry Engineering, we reformed the existing health quarantine mode to a new one by technique of Risk analysis. During simulative performance, the new health quarantine mode met the average time of 12.16 minutes for one ship's quarantine produce, comparing with the average time of 40.635 minutes by the existing mode. The data were tested by Non-parametrical Mann-Whitney Test, which showed the significance difference in the medians of the above different modes. The new mode increased the efficiency of entry ship's quarantine procedure, and kept in preventing infectious diseases from spreading into or out of the country, and protecting human health. One actual case shows the new quarantine mode could have same effect with the existing mode, by the assistance of both the effective contingency arrangements to deal with an unexpected public health event and the health supervision over the sanitary conditions at frontier ports. The new mode was one kind of experimental reform for entry ship's health quarantine procedure, with the Risk Analysis of International Health Regulation (2005) admitted into the existing quarantine mode.
