The ecological environment and natural resources of the coastal areas have made significant contributions to national productivity and people's well-being.At the same time,the human activities brought by the rapid economic growth have caused the destruction of ecological environment of the coastal wetland in many areas.On the one hand,the industrial development in the coastal zone benefits from the development and utilization of ecological resources such as mangroves,tidal flats and seagrass beds,while the cost of ecological damage is distributed to all members of society.If the ecological damage caused by coastal development activities is not properly compensated,it will cause "tragedy of the commons" and "free rider",which is not conducive to the restoration of resources and the sustainable development of the whole society.On the other hand,the Chinese government has allocated a large amount of funds and regulatory costs for the repair and management of degraded coastal ecosystems.This part of the compensatory expenditure has increased the government's financial pressure.In addition,stakeholders who pay economic and opportunity costs for ecological protection are not properly compensated.Therefore,studying the ecological compensation policy and measuring the ecological compensation standard are effective control measures and incentive measures for promoting the sustainable development of economic and ecological protection in coastal areas.In order to achieve the research goals,this paper is divided into six chapters:The first and second chapters are the basis of the research,and the background and significance of the research on coastal wetland ecological compensation standards are put forward.Through the combing of chinese and other literatures,we will understand the research progress of ecological compensation or payments for ecosystem services.After that,externality theory,public goods theory,justice theory and random utility theory were introduced,and focuses on the internal logic and advancement path of the ecological compensation research revealed by the above theory.The third chapter,the fourth chapter and the fifth chapter are the empirical part of the research.The third chapter selects choice experiment method(CE)for empirical analysis based on the research purpose of this paper and the existing literature reference,and the CE method was explained.The fourth chapter is about data.The questionnaire design is based on the method and research steps,and then the data collected from the field research is processed to draw conclusions,including an overview of the survey area and a analysis of the data.The fifth chapter is about measurement of willingness to pay of respondents based on multinomial logit model and conditional logit model,and substitutes the payment amount into the formula to obtain the proposed coastal wetland ecological compensation standard.The sixth chapter summarizes the current status of coastal wetland ecological compensation,and puts forward the existing problems and targeted recommendations.The seventh chapter is the conclusion,deficiency and prospect of the research,and puts forward the limitations of this research,and provides some experience for the follow-up research.
