Research On The Solving Path Of The Key Problems In PPP Projects Based On The Meta-Synthesis

Since the end of 2013,the Ministry of Finance and the national development and Reform Commission issued a series of documents to deepen the reform of the PPP model,all over the country to promote the PPP model in the public sector,which has become a hot spot for local government reform.But the focus is behind the PPP project faces many hard landing and irregular dilemma,at present,our country is facing PPP concept is not in place,the reform of unbalanced development,private capital participation is not high,connection of the legal security policy is not perfect,part of the project implementation is not standard,the concept of change is not in place mainly refers to the government for the PPP mode in the spirit of the contract consciousness is weak,is still in a dominant position,the authority of the project;unbalanced development refers to the area,industry development is not balanced;private capital participation is not high mainly due to private capital and state-owned enterprises,the central enterprises compared to the lack of competitive advantage;legal protection policy convergence is not perfect at present in our country mainly refers to the PPP policy mainly by various department regulations and normative documents,the State Council ministries,after the low level of effectiveness,content and legal conflicts;part of the implementation of the project Non standard is due to the partial PPP project in the early stage of the decision-making process of the overall PPP project design,the lack of scientific,systematic,comprehensive management tools as a support.Meta-Synthesis is a systematic methodology,and also an applied technology,which is mainly used to solve complex system problems from an overall perspective.Different from reductionism,Meta-Synthesis reflects the application of a thinking process,and there is a mutual promotion and common development between thinking science and thinking science.Meta-Synthesis involves three main parts: integration entity,integration object and integration process.The integration entity is the project system,and the project system integrates all the plates within the system so that they can be arranged according to a certain structure or form.The object is integrated within the system in all sectors,the knowledge of natural science and technology science,humanities and social science knowledge,human intelligence,human experience,human abilities and other information,data or resources between the various sectors to achieve complementary advantages.Based on this,this paper researches on PPP model and Meta-Synthesis were reviewed,the realistic demand analysis of this paper;secondly,based on concept,PPP project complex system theory,the PPP project is a kind of complex system,and expounds the adaptability of Meta-Synthesis of PPP project;again,according to the thought of Meta-Synthesis,the decision-making process of the PPP model is optimized,the experts in the PPP project experience,knowledge,information and computer technology are integrated,with qualitative to quantitative research idea model for solving key problems based on Meta-Synthesis of PPP project construction to solve the problem-solving path recognition problem decomposition-evaluation task allocation-task solving scheme for key problems in PPP project;finally,this paper uses real As the case to verify the availability of the model,successfully solving a key problem of the case that the solving model established in this paper has certain practical application value,can realize the key problem of PPP project decision-making in boring scientific and systematic solution,improve the policy decision-making efficiency,promote the standardized development of PPP mode.
