The issue of education has always been one of the focus issues that our government and the whole society have been paying close attention to.In recent years,as China's economic growth has entered a new normal,and various reform undertakings have been further promoted,China's education has made considerable progress.As a very special group of children in education,special children are obviously less concerned than other groups.In recent years,the Party Central Committee and the government have issued a series of laws,regulations and policy documents to continue to pay attention to the education of special children,and the public and the public have increased their attention to special children's education.In spite of this,special children's education is subject to special children's own,family and social aspects because of their particularity and complexity,and many problems still have not been effectively solved.Compared with other countries in the world,there are still many gaps in the education and protection of special children's rights and interests for special children.At present,the research on the education of special children has made a thorough discussion and reached a certain consensus from different levels,but it should also be rational to realize that there are still many deficiencies in the development of special children's education,especially in the border minority areas of our country,such as the Tibet Autonomous Region.The attention to the education of children is generally low.The systematic research on this special group is very scarce,and it lacks a systematic review of the current situation investigation and analysis.In view of above,in order to further study the actual situation and existing problems of special children's education in Tibet autonomous region,this article analyses and studies the policy of special children education which is formulated at the level of the existing state and autonomous region,and puts forward the way and method of special children's education which can adapt to the development of the Tibet autonomous region.The basic law of the education of special children in the Tibet autonomous region is included,which provides theoretical support for the formulation of special children's education policy which is suitable for the special district of the Tibet autonomous region.The first chapter of this article is the introduction part,which outlines the background,purpose,significance,method,innovation and deficiency of this study,and combs the research context of special children's education at home and abroad through a literature review system.The second chapter first defines the relevant concepts of special children in this paper,and then elaborates on the theoretical basis used in this paper.The third chapter combs the situation of special children education at home and abroad from the macro level,and introduces the outstanding experience of special child education at home and abroad.The fourth chapter,starting from the reality of Tibet autonomous region,uses field investigation method to investigate and summarize the development of special children's education in every city and county,and summarizes the characteristics of special children education in Tibet autonomous region.The fifth chapter,through the summary of the fourth chapter and the characteristics analysis,comes to the conclusion that there are various problems in the education of special children in Tibet autonomous region.The sixth chapter,based on the theoretical basis of the problem,and starting from the actual situation in Tibet autonomous region,puts forward the Countermeasures for the development of special children's education in line with the situation in Tibet.
