Background:The Nineteenth National Congress proposed to implement a healthy China strategy,improve the national health policy,and provide the people with a full range of full-cycle health services.Raising the development of medical and health care in the Tibet Autonomous Region is an important part of implementing a healthy China.The county-level general hospital serves as the leader of the rural three-tiered medical network,and the important step of grading diagnosis and treatment is the key to guaranteeing the health of the entire nation.It is indispensable to improve the medical service capabilities of county-level general hospitals.Health human resources are the most central resources in health resources and play a decisive role in the development of medical and health services.Therefore,the allocation of health human resources is extremely important.Objective and content:Through analyzing the economic and social development of the Tibet Autonomous Region,population geography,and the demand for health services,the factors that affect the human resources in the county-level general hospitals in the Tibet Autonomous Region are summarized.The status of allocation of human resources for health is analyzed in terms of total amount,age structure,working years,preparation,occupational categories,occupation qualifications,professional titles,professional structure,education structure,and training,and the existing status of human resources allocation to health care is found,problem.Analyze the fairness of human resources allocation in the Tibet Autonomous Region,introduce the comprehensive analysis of the fairness of the Gini coefficient,Lorenz curve,difference index,Theil index,and concentration index,study the causes of inequity,and explore effective measures for allocation of human resources for health.Scientific allocation of human resources for health,access to human resources for health,in order to achieve fair access to health services.Methods:This paper mainly uses a combination of quantitative analysis and qualitative analysis.Through qualitative analysis,the economic and social development of the Tibet Autonomous Region is described and the influencing factors affecting the allocation of health human resources at county-level general hospitals are analyzed.Quantitative analysis was used to study the status and fairness of the allocation of health human resources in county-level general hospitals.Results:This article mainly includes the economic and social development of the Tibet Autonomous Region,the status quo of the allocation of health human resources in county-level general hospitals and the comprehensive evaluation of the equity of health human resources in county-level general hospitals in 2015.(1)From the perspective of the economic and social development of the Tibet Autonomous Region,the economic level of the Tibet Autonomous Region has gradually increased and the income of urban and rural residents has increased.This may promote the improvement of residents’ health awareness and the demand for medical services.The residents9 ability to pay for medical services will increase,and medical expenditure will increase year by year.This puts forward higher requirements for reducing the outflow of patients and improving the level of medical services in the region.(2)From the perspective of the allocation of human resources for health,there are the following problems:The total number of health technicians in the Tibet Autonomous Region is insufficient and the introduction mechanism is unreasonable,and the health technicians are highly mobile and have a shortage of personnel.The structure of health technicians in the county-level general hospitals in the Tibet Autonomous Region is irrational,the ratio of health care to nursing is reversed,academic qualifications and professional titles are generally low,and it is difficult for people to obtain professional qualifications.Health technicians use light training.(3)Judging from the fairness of the allocation of human resources for health,the comprehensive human resources of the county-level general hospitals in the Tibet Autonomous Region are relatively poor,and the fairness of population distribution is better than that of geographic distribution.There are regional differences in the fairness of health human resources at county-level general hospitals,and the fairness needs to be improved.Financial input and population density have a significant impact on the differences in the distribution of human resources for health.Conclusion:Considering factors such as population,geographical area,environment,and population density in the region,people living in scattered and sparsely populated areas in farning and pastoral areas should appropriately increase the allocation of human resources for health and rationally allocate the human resources for health in terms of both needs and needs.Fully consider regional dififerences,adjust measures to local conditions,gradually narrow regional differences,and improve regional fairness. |
