[Objectives]To understand the current situation and problems of health manpower resources in Liuyang city, to evaluate fairness and balance of health manpower resources allocation in Liuyang city, and to explore the quantity of health manpower resources in Liuyang city from2012to2015, so as to provide scientific evidences for the department of health to conduct health human resources planning.[Methods]We collected health manpower resources in all health organizations in Liuyang. The descriptive study was used in analyzing distribution of quantity, region, organization, specialty, age, education background and technical title of health manpower resources, and we also described the tendency of Liuyang from2007to2011. We utilized Lorenz curve and Gini coefficient to evaluate the fairness of health manpower resources in Liuyang which according to the population distribution. We used Health Resources Density Index to evaluate the balance of health manpower resources in Liuyang. We gain the residents’health services need, demand, potential demand and utilization through on-the-spot investigation. The method of health services demand, service target method and ARIMA method were adopted to forecast the demand of health manpower resources in2012-2015.[Results]By the end of2011, There were7521health workers, which included5977health technological personnel(79.5%). Health workers were mainly distributed in urban areas(52.5%) and the Jili street was ranked first in Liuyang city. Health workers were mainly distributed in hospitals and township hospitals(71.5%). The compose of specialty were physician(38.8%), nurses(36.6%), pharmaceutical personnel(9.9%), medical technician(5.3%), other technical personnel(9.4%). The ages of technical personnel were mainly from25to44years old(73.4%). In educational background, many of them were from junior college(58.0%). In professional title,68.8%of them have the title of primary rank. Health worker which according to the population distribution was in a highly unfair state, the urban area was in unfair state, and the rural area was in a moderately fair.the morbidity rate of two weeks in sample regions was11.1%, the clinical visit rate was8.8%during the last two weeks and the hospitalization rate was15.0%. Using the method of health services demand(need), the number of health technological personne、physician、 nurses for1000persons was4.37~5.39,1.60~1.97, and1.92~2.36. The number of health technological personnel, physician, nurses for1000persons was6.44,2.35, and2.82by the service target method. The number of health technological personnel, physician, nurses for1000persons was6.00,2.19, and2.63by ARIMA method.[Conclusions]The health worker in Liuyang were increased rapidly and the total amount of health worker can basically meet the residents’ needs. However, the specialty of health manpower resources were unreasonable and the nurse are still in great need. The professional title of health technological personnel are low and the quality need to be improved. The measure of learning and training need to be implemented to improve the practice level of village physician. The distribution of health manpower resources are inbalance and the gap between urban area and rural area is large.
