Large-scale general hospitals integrate various functions such as medical treatment, teaching, scientific research, prevention and health care, etc, which is one of main providers of social health service. The rational configuration of human resources for hospital is a basis to ensure hospitals’ running well and providing effective medical service.In recent years, with the sustained social and economic development, we continue to strengthen the various social security systems, people’s health and awareness has been greatly improved. But the contradiction between the limited supply of health human resources and expanding health needs will persist for a long time, and uneven distribution of health human resources in China exacerbated this contradiction. The retardation of personnel system reform in general hospitals results in more pronounced imbalance of internal human resources. On the one hand, there are inadequate medical professionals, and their labor pressure and the load are too heavy, while there are overstaff in administration and logistics organizations with lower efficiency; on the other hand, the transition of personnel identity management to position management make slow progress, and the phenomenon of different duties in the same position and different rewards for the same work exists commonly. These cases bring the medical safety problems, also led to many social problems.Currently, hospital administrators pay attention to scientific configuration of health human resources. Although the theoretical study of health human resource management is developed, the relevant industry standards lag, for instance, standards for the ratio of beds to labors(bed-labor ratio) is obviously not applicable and less effective methods of guiding hospital administration is available.In this study, from the perspective of the hospital’s internal management point of view, the current situation of general hospital in China’ will be analyzed, and a new human resource configuration method suitable for general hospitals will be summarized and explored, which is easy to operate.Literature review, direct investigation, expert interviews, focus analysis were used to analyze basic status of medical services and health human resources of general hospitals in China. Statistical data of population and medical health in Beijing area were used to analyze human resource status of general hospitals in Beijing city and medical service efficiency. The gray prediction method was used to judge development trend in the future. The cluster sampling was used to learn human resource configuration of general Third Tier hospitals in Beijing city, to find a reasonable and feasible hospital human resources standards. Take one general hospital as the research object, and use Position load balancing method to carry out hospital human resource configuration. The main results were as follows:1.The demand for health services has increased, and will continue to increase further in the future in Beijing. Outpatient and inpatient services grew faster than the growth rate of health manpower, General Hospital medical services encounter with challenges. It is predicted that there will be five hundred million patients for hospitals of Beijing city and one hundred million for the Third Tier hospitals in 2021. Accordingly, the patient numbers that physicians receive will be elevated further annually.2.The number of beds and health technicians per 1000 persons have been rising continuously in the last years in Beijing, which was higher than nationwide average level in 2012. It is predicted that 14 beds per 1000 persons will be needed in Beijing city, and health technicians need to be increased accordingly by 2020. But the reality is that the number of physicians and registered nurses per 1000 persons may be reduced year by year by 2020 in Beijing.3.The increase speed of the bed number in Third Tier general hospitals of Beijing city is lower than that in the overall hospitals in the whole city. The utilization rate of beds in Third Tier general hospitals will be over 100% by 2017 while it will approach to 100% in the overall hospitals in the whole city by 2021. Hospitalization days will continue to decrease in Third Tier general hospitals. It is predicted that hospitalization days will have been down to 8 days while in the Second Tier hospitals they will have been kept 14 days by 2020.4.The bed-labor ratios and the personnel constitution ratios have been made great changes in the Third Tier general hospitals. The bed-labor ratios have reached more than 1: 2.3; bed nursing ratio has reached 1: 0.884 according to the past principle of human resources configuration in the Third Tier general hospitals. Among various kinds of professionals, medical and technical personals account for more than 80 percent, of which physicians have reached up to 27.1%, nurses up to 38.5% and administrators and logistic personals less than 15%.5.Position load balancing method was used to study human resource configuration of general hospitals. It was found that there should be 2620 professionals of various kinds in general hospital, which was consisted of 755 doctors, 994 registered nurses, 93 pharmacists, 167 technicians, 61 engineering technicians and 109 administrators.6.Instructions using position load balancing method was made, and emphasize configuration should adhere to reality of and plan of hospitals, and dynamically adjust. To advocate integrated use of various kinds of methodological tools, and r to refer to the overall situation of peer hospital in the same region.
