Emergency exercise is an important means of training disposal process, improving the organizing ability and coordination ability, testing and assessing the emergency response plan. Distributed emergency simulation exercise combines distributed simulation technique and dynamic tabletop exercise, it can not only exert the characteristics of high flexibility and strong adaptability of dynamic tabletop exercise, but also collect detailed exercise process data through computer simulation system. So it can realize the simulation of largescale complex emergency environment and reduce the cost of actual exercise.The demand of the platform is taken as the starting point, then the business process of the platform is analyzed, and the hierarchical software architecture of the platform is designed, which decouples basic services from business modules and fully enhanced the scalability and maintainability of the platform. On this basis, the demand of time management and message management of the platform is analyzed, and the overall framework of time management and message management of the platform is proposed. According to time advance and synchronization problem, the optimistic time advance mechanism under the constraint of exercise rules is taken, which not only fully guarantees the parallelism of the simulation, but also ensures that the each event in simulation in the cause and effect. The time synchronization plan using synchronous point algorithm is put forward to solve the problem of abnormal drops in the process of exercise. For the message interaction problem, the interaction means and specific classification of message in the platform is summarized, and a message interaction process containing message structuralization, message serialization, message push and message persistence is adopted, which fully improves the efficiency of the message exchange. For message handling problem, the message scheduling framework which can separate the scheduling process from model operation process is proposed, it can cope with different scenarios and models.- III-- IV-- V- For message display problem, the message display solution is designed to display the messages reasonably.On this basis, the exercise control system is designed and implemented to manage the injection message, exercise process and node status, exercise time of the whole platform. In order to deal with the exception that may occur in the exercise, the recovery plan for the platform is designed. Through the test we found that the time management and message management of the platform met the requirements.
