With the development of computer and simulation technology, the application fields of computer simulation become wider and wider. Meanwhile, single simulation system can't meet the current requirement because of the large-scale simulation and massive data. So distributed simulation based on multi-system has become necessary. High Level Architecture just appears under this circumstance. The main features of HLA are interoperability and reuse. Also it makes the simulation system more flexible and extensible. Due to integrating real simulation, virtual simulation and construction simulation into a comprehensive environment, HLA satisfies the requirement of big system. Once it appears, HLA has been paid more attention in military training and battle simulating.This paper talks about the design and implementation of Military exercises simulation system. Aimed at the fight and defense on air, it proposes the components of simulation system according to Federation Development and Execute Process Model. Also it implements the object class and interaction class. Having done a lot of work, the system gives a vivid simulation of real picture. After that we run the simulation system and test it, then we find somewhere not good to correct.The other work of this paper is about the inertial component test and evaluation system. This system tests and evaluates the navigation system of the plane on military exercises simulation system. After capturing the data of Inertial Measure Unit, it evaluates the data and establishes some models. It also analyses the error model and gives out a final model which compensates the inertial components. It emphases the discussion about model analysis and navigation sub-system in this paper. The main job of model analysis sub-system is to analyse the error which includes dynamic model, static model and random model, and then is to bring about a final model. Navigation sub-system should do effective plane navigation on the foundation of the system initial align. Now this application system has been used for a long time and it runs well.
