As computer science and technology going more and more powerful, the limitation of the traditional way which people adapt to computer has been shown little by little. People pay more attention to making computer adapt to human. The Emergency Exercise Simulation Platform described in this thesis is based on the traditional dynamic desk exercise. The platform simulates the occurrence and development of the disaster in the virtual space, and by that, the coordination and response ability of high level command staff will be established. The emergency situation evolution system is the main subject of this study, which has the most frequent interaction with users.First, the framework of emergency situation deduction system has been introduced in this thesis, which makes it clear that the emergency situation deduction system is a very important part of the whole emergency simulation exercise solution, and explains the special applying scene and the character shown by the users in this scene. It also establishes user task models through analyzing the tasks in the system which are built to deduct situation, and uses the Concur Task Trees(CTT) method for graphical displays. Then it gets the conclusion that users of the situation deduction system get guides and feedback mainly from the graphic user interface. Second, in this thesis, the interaction design plan of the emergency situation evolution system is formed from concept abstracting to graphical user interface elements designing, the design plan is composed by content design, media design, interaction design and vision design etc. Finally the usability evaluation experiment including seven dimensions of usability has been conducted. Analysis indicates that the user's factors had no obvious difference on the results. Also, self-description, fault tolerance and learning three dimensions are the key dimensions to improve the design. The biggest influence on usability is the dimension group including expectation, learning and control.The user analysis based interaction design would be a constructive reference for other related systems in the emergency simulation exercise field. The generally neglected factor "user" has been emphasized, and the contents in human-computer-environment system in systems engineering would be enriched.
