In the "Deepening reform of medical and health System in 2014 key tasks" issued by General Office of the State Council,the public hospital reform ranks first in the key task.The performance reform of public hospitals is the key part of comprehensively advancing the reform of public hospitals,and it is an important link to solve the problem of "difficult and expensive medical treatment",which plays an indispensable role in the development of health undertakings in China.However,there is widespread curing serious phenomena in the performance appraisal system of public hospitals in China,which can not embody more pay and excellent wages.Because the majority of public hospitals in our country adopts the whole cost accounting method to carry out the performance appraisal,the performance directly relates to the income,which leads to the hospital tending behavior,deviating from the public hospital Commonweal property.Therefore,the public hospital urgently needs a more reasonable performance appraisal method to appraise the hospital comprehensive performance,encourage more pay,improve the hospital comprehensive service level and service quality,ultimately better serve the society,realize the goal of returning public welfare.RBRVS method,according to the cost of the medical service in the process of the resources consumed objectively to determine the cost,is based on medical services technology,workload and risk factors,combined with the use of resources to reasonably pay the cost of physician service evaluation system.Through reasonable embodiment of the service value of medical personnel,it mobilizes the enthusiasm of the people,and directs the hospital to pay attention to the input and output of resources,improve the efficiency of resource use,achieve the improvement of medical service quality,relieve the relationship between doctors and patients and make public hospitals return to Commonweal.But in the northwest development uneven place,especially in Xinjiang such a multi-ethnic settlements,economic backwardness,resources scarce places,improve the efficiency of health resources use is particularly important.This W public hospital follows the new healthreform Initiative,adjusts its operation mode,introduces RBRVS appraisal system,perfects the deficiency of performance appraisal,realizes the strategic goal of the sustainable development of public hospital.This paper adopts normative research method and case study method,aiming at the case study of--W public hospital in the case unit.This paper explores the new method of evaluating performance of public hospitals(RBRVS),combining with the background of "Thirteen-Five" medical reform in Xinjiang Uygur Autonomous Region,using the method of field investigation and case analysis to solve the main problems in the performance evaluation of public hospitals in Xinjiang,introducing the RBRVS evaluation system to study deeply.By analyzing the case of W Public hospital,guide attention to the efficiency of resource use,improve the efficiency of medical and health resources and service quality and level;by linking workload,technology,risk and performance,mobilizing the enthusiasm of medical personnel,and directing the work of large public hospitals to the difficult point of tilt,It is advantageous to promote grading diagnosis and treatment,alleviate the difficult plight of the people's medical care,and ultimately guide and promote the realization of the return and social function of public welfare.It also provides guidance for the improvement of performance appraisal system in other northwest and even national public hospitals.
