| G Enterprise Hospital is a large state owned enterprises affiliated hospital in Chongqing.Under the new health care reform regulations,it is difficult to achieve significant development for hospitals,especially enterprises hospitals.They are now facing greater challenges to survive.Hospitals must improve performance management,in order to survive and develop,and more importantly,they should focus on the center piece of performance management,which is performance appraisal.Currently the performance appraisal program of this hospital is too simple and poorly designed,lacking in specific quantitative indicators,all these leading to unfair distribution,low workers’ enthusiasm and low initiative.On top of all that,the previous old program also had a broken chain in between feedback and incentive,was egalitarian,short of creativity and a broken human resource system,which undoubtedly stops the hospital from moving forward.This study is to design a performance appraisal index system based upon understanding the existing problems through programs,including questionnaires to physicians to assess performance.According to the principles of performance appraisal index system,using Balanced Scorecard theory,literature analysis,expert consulting and analytic hierarchy process to establish evaluation index weight,combined with the 360 degree feedback assessment,timely training and communication,the evaluation results will be an important influence factor on doctors’ paychecks and promotion.By reconstructing the performance appraisal index system of G Enterprise Hospital,it has solved the problem of salary unfair distribution,has improved the doctors’ enthusiasm and has set up a quantitative standard for promotion procedures.It also has improved the quality of patient care and services,and has enhanced the level of medical science research.It ensures the hospital’s long term sustainable development. |
