Public hospital reform has always been one of the important subjects in the field of health research.In our country,public hospital takes the most important responsibilities as the main body of medical service.Therefore,how to grasp the direction and intensity of public hospital reform is the key to the success of reform.Since the new medical reform,the state has repeatedly introduced the relevant policies and guidance to emphasize the promotion of public hospital corporate governance reform.But public hospital corporate governance has been caught in dilemma.This is not only detrimental to the development of public hospitals but also affects the overall effect of health care reform.Based on the practice of corporate governance reform of public hospitals in Jiangsu.Firstly,making a qualitative comparison between four kinds of corporate governance model of public hospital in Jiangsu and exploring a new way of evaluation about the corporate governance model of public hospital from two aspects of public welfare and efficiency based on equilibrium thinking of the new public management theory.Secondly,evaluating public welfare and efficiency of different corporate governance model of the hospital in Jiangsu province through TOPSIS method and data envelopment analysis(DEA).Finally,based on the results of the public welfare and efficiency evaluation,putting forward the countermeasures to promote the corporate governance reform of public hospitals in Jiangsu in order to provide reference and guidance for deepening the reform of public hospitals.This study tries to discuss all above problems and explore the comparison and evaluation of corporate governance models in Jiangsu Province.The research of this study includes the following aspects:(1)It systematically reviews the relevant research on corporate governance of public hospitals and evaluation of the public welfare of public hospitals and public hospitals to evaluate the efficiency through the literature review.(2)According to the results of expert consultation,it comparatively analyses the different corporate governance model qualitatively from multiple perspectives in order to draw more good corporate governance mode in theory.(3)It establishes the evaluation index system of public welfare through the expert consultation method and then uses TOPSIS method and RSR method to evaluate 24 the legal system of public hospitals in Jiangsu Province.(4)It uses cluster analysis and correlation analysis and coefficient of variation method to select input and output indicators.Then it uses data envelopment analysis(DEA)to evaluate the efficiency of 24 hospitals.Through theoretical and empirical analysis,this study draws that Jiangsu Province’s corporate governance model of public hospital public welfare effect is generally not high.And the practice of public welfare is different in different corporate governance models.The results of the board model of the hospital effect is poor.The effect of sample hospitals public management from the board of directors of the hospital is also good and the sample of the hospital commonweal evaluation results Council mode the optimal.At the same time,the efficiency of hospital is different under different corporate governance models.Among the four types of corporate governance model,the council model hospital efficiency is the best.Then the board model and the administrative decentralization model hospitals are the second.Accordingly,the paper puts forward policy suggestions to promote the corporate governance of public hospital in Jiangsu.List as follows:increase government investment in public hospitals;accelerate the transformation of government functions in order to implement the government supervision;carry out public hospital corporate governance structure reform actively and prioritize Council mode;establish and improve the public hospital decision-making mechanism and supervision mechanism and incentive mechanism;establish a sound system of public information disclosure system;create a good external environment to promote the reform of public hospitals.
