The Present Situation And Problem Study Of ET Medical Consortium In Anhui Province

The achievements and experiences of Medical Consortium in the world shows that:developing medical Consortium is contribute to deeping the reform of medical healthsystem,giving full play to the professional and technical advantages and leadrole of the three level hospitals,building a model of grading diagnosis and treatment,two-way referral.It can help medical institution rational division of work and rational allocation of medical institutions,equipment and health human resources.Medical Consortium develops rapidly in all provinces and cities in China.It has become an important platform to carry out the training of medical care,promote the classification of diagnosis and treatment,and promote two-way referral.In the process of the establishment and development of the Medical Consortium,the government,the health department and the scholars have paid much attention to it.Based on resource dependence theory,the existence and development of organization cannot be separated-from the exchange of external resources.In the process of organizational survival and development,we need to rely on external resources.Among the many resources,the ability to identify resources and access to the resource is vital to the development of the organization.This paper makes an in-depth analysis of the process of the establishment and development of the ET Medical Consortium in Anhui province.The paper adopts the method of literature research,participant observation,case interview and open discussion to collect data.This article consists of the following parts:The first chapter is the introduction.It is introduces the background of the development of the Medical Consortium,the research achievements of other scholars on the Medical Consortium.and in this chapter the paper also defines the relevant concepts and describes the theory of resource dependence.The second chapter is the research design.According to the research object of this article--the ET Medical Consortium of Anhui Province,it is a chapter of collecting the data,analyzing and studying the problems,making the feasible plan.The third chapter analyzes the resource dependence of T Medical Consortium in Anhui province by using the theory of resource dependence.This chapter introduces the current situation of the development of T hospital in Anhui province and external resources which it depends on,the development of the T Medical Consortium in Anhui province and external resources which it depends on.Through the study,we found four main resources of the T Medical Consortium in Anhui province depends on.These resources are the environmental resources,the symbolic resources,the resources to maintain the basic activities of the Medical Consortium and the legitimate resources of power.The main object of the T Medical Consortium depended on in Anhui province,is Anhui Provincial Health Planning Commission and the T Hospital of Anhui Province.The fifth chapter focuses on the plight of the development of China’s Medical Consortium.lt is concluded that there are some difficulties in Medical Consortium,such as the organization structure is not close,the benefit distribution system is not perfect,the system mechanism is in the way,the cultural idea is blocked,the information construction is lagging behind,and the existing system is not perfect.The sixth chapter puts forward the measures to get out of the dilemma of developing the Medical Consortium.Based on the analysis of the four main resources and the dependent objects of the Medical Consortium,the paper tries to find a breakthrough to change external environment,and to make the Medical Consortium get rid of the plight of the development.The ways are the establishment of compact structure,reasonable distribution of benefits,eliminating institutional obstacles,improving service capabilities,departments improving the relevant supporting policies conjoined,play insurance leverage,making the Medical Association referral clinic grading standard by disease,construction and fast information technology and telemedicine platform,pay attention to the cultural guide in order to promote the work of such measures.
