| In order to solve the current problem of patients seeking medical resources across regions and alleviating the imbalance of regional medical services,many places have taken the construction of various medical associations as the starting point to build a mechanism of division of labor and cooperation among different levels and categories of medical institutions,effectively promoting the sinking of high-quality medical resources and optimizing the secondary distribution of medical resources.The reform and construction of medical union in Fujian province has been closely following the general direction of national medical reform,and has carried out various effective explorations according to the actual situation.According to the current various data,Fujian province has its objective requirements for developing medical union,but its development started late and is fast,and is mainly represented by compact,non-compact,specialized league,regional community,TCM medical union and other models.As a pilot province of medical reform in China,Fujian Province has launched many innovative measures to promote the construction of medical association and to make up for the uneven regional medical service,and the results are beginning to show.On the basis of sorting out the characteristics and effects of the development of medical association models at home and abroad,this study focuses on sorting out the main innovative models and experiences of the development of medical association in Fujian Province,and based on the facts,analyzes the main problems existing in the process of establishing medical association in Fujian Province at present.First of all,there are defects in the operation mechanism,such as insufficient government leadership and lack of long-term planning.The non-compact medical association is not connected with each other.The resource sharing mechanism is not perfect;Lack of process reengineering;Chinese medical institutions are facing extinction.Secondly,the lack of talent resources restricts the promotion of graded diagnosis and treatment,such as the widespread shortage of talent at the grass-roots level,the bottleneck of talent development in core hospitals,etc.,and the improvement of the overall medical service capacity is not obvious.Third,there is a lack of supporting policies,such as the mismatch of health insurance policies.The benefit sharing mechanism is not perfect and the multi-point practice system is not mature.Fourth,private hospitals are absent.Sixth,the occupational health risks of medical personnel are ignored.Sixth,the utilization rate of medical resources is not high.All of the above problems have a direct impact on the overall development of the benefits of the medical association,resulting in waste of resources and other issues.In order to promote the healthy development of medical association,this study puts forward specific countermeasures from the following aspects: giving full play to the leading role of the government,unblocking the operation mechanism of medical association management,expanding social support and identity,and strengthening the construction of medical association’s core culture,so as to further promote the sinking of high-quality medical resources and promote the equalization of medical services. |
