Research On Investment Decision Evaluation System And Application Of The New Worker's Sanatorium Project

In recent years,the ACFTU launched union-related reform policies of labor unions and enterprises successively.128 national labor unions of the new worker's sanatorium are subordinate to the current system.Part of the worker's sanatorium began in the reform and development of innovation to revitalize the fixed assets,to improve the hardware facilities,to define the property clearly,to improve the management,in order to better support public welfare services.A worker sanatorium has changed dramatically,new workers and nursing home projects have come into being.In order to support public welfare services better,to build up a standandiarised procedures,to set up a reasonable decision-making system.,to avoid investment mistakes and to avoid the loss of assets,research on projects investment decision evaluation system and application of new workers' sanatorium has become a new topic.However,as the union enterprise project,project investment decision evaluation system and application research of new workers' sanatorium faces a few problems,e.g.: the investment decision methods lack of index,has a lot of non-financial index and the difficulties to determine the weight of indexes in investment decision evaluation system.Based on the current researches achievements in the investment decision-making method in similar quasi public projects and operating public project,this paper constructed project investment decision evaluation system and application it on the new workers' sanatorium project.Firstly,the paper refers to the quasi-public projects and operation of public projects investment decision evaluation system's relevant indexes and the relevant research,public practice,experts' consulting experience,and also the balanced scorecard approach,explores to establish an integrated three dimensions of benefit,financial and management index system.Secondly,the paper choose the indexes by using Delphi method,survey questionnaire form representative selection of experienced and expert group members of the high authority,filter on investment decision evaluation system index.And then through the AHP to determine the index relative weight value,determing the different property index score subject,nursing home workers to build a model of a new method of project investment decision evaluation system and application in new workers sanatorium.Finally,the author selects N City new worker's sanatorium project as exampleto apply this project investment decision evaluation system in order to prove the feasibility of this evaluation system for new workers' sanatorium investment decision.
