Water resources are the most valuable natural resources which is mankind's survival and development need, and it is also economic and social development of strategic natural resources, is an integral part of the comprehensive national strength.China is a shortage of water resources, the per capita consumption of water resources is only a quarter of the world. In recent years, with the continuous growth of China's population, the accelerating process of urbanization and the rapid socio-economic development, water demand and the waste water discharge volume increased dramatically in the event of a shortage of water resources, water ecological environment endured tremendous pressure. Increasingly serious water pollution and widespread waste of water, it exacerbates the shortage of water resources and supply and demand contradictions of water, so the water issue has become one of the main factors which restricts the sustainable of socio-economic development in the majority of China.Rational development and utilization of water resources and achieve the the optimal allocation of water resources in China is the fundamental protection for implementing a sustainable development strategy and. The water resources carrying capacity is the basic metric of water resources optimal allocation, but also the measurement of water resources sustainable use, the optimal allocation of water resources and water resources carrying capacity is the embodiment of the water resources sustainable development,and there are mutual between the two inverse and interactive links.Therefore, scaleing the size of the water resource carrying capacity,and rational allocate the water resources is vital impact for comprehensive understanding and developing a country or region.Based on this, Taking Guizhou Province as an example, this paper evaluates the water resouvces carrying capacity, then optimal allocates the regional water resources.First, according to the natural, social and economic development of Guizhou Province ,we selected 10 indicators for the evaluation index system of the water resources carrying capacity, and used principal component analysis to comprehensive assess the index ,that the water resource carrying capacity of most region in Guizhou Province is relatively weak.Then, based on the improvement of the water resources carrying capacity and the achievement of the sustainable development, and establish the opitimal allocation model that how to sustainable use the water resources, discuss the quantitative method of the social, economic and environmental objectives. Then taking the optimal allocation of Guizhou Province as an example, according to region-specific, and established an optimal allocation model of water resources in Guizhou. Finally, we analyse the balance of water resources supply and demand, and based on this we analyse the water resources carrying capacity again, then in contrast to the carrying capacity of the status quo level, this provides a basis for evaluating the reasonableness of the optimal allocation. At the same time and further demonstrates inverse and mutual interaction of water resources carrying capacity and water resources optimal allocation.
