Land use /cover change research is an important part of global environmental change,meanwhile, a large number of national research and education departments also focus on and study this issues. Dezhou city is a typical alluvial plain in the Yellow River, the scale and quantity of rural residential land is large, while the layout is scattered.With the rapid development of urbanization, the protection of arable land, improving the level of intensive land use and achieving sustainable development of regional economy, are the urgent problems of Dezhou that should be resolved quickly.Deeply studying Dezhou Rural Settlements spatial pattern evolution of, exploring the rules of evolution, characters and the driving mechanism of the rural residential pattern is very important theoretical and practical significance for protecting cultivated land resources, optimizing rural residential space layout mode, promoting land intensive and economical utilizationThe main line of this essay,which is supported by geography, economics and social science with the methods of system analysis,comprehensive analysis,GIS statistical software and analytic hierarchy process, linear weighted sum method, driving mechanism,developing pattern and the optimization program of the rural residents in the evolution of the characteristics and rules of Dezhou City in recent 20 years.It would found that Dezhou City rural residential area from 87400 hectares in the year1995 increased to 9.65 million hectares in the year 2005, and then increased to 11.43 hectares in the year 2010 by processing the remote sensing images of the year of 1995,2005, 2010 and 2015. Because of Dezhou City carrying out the “construction two zones ”building at the same time in 2010 the growth of the rural residential areas has been controlled, and the rural residential area is10.16 hectares in 2015.Construction tow zones is construct the community and industrial zones in the same time, changing the production and life method of farmers, making employment easier for farmers and conducting agricultural production, and promoting the intensive use of rural residents, improving the landintensive utilizing level and realizing urban and rural developing together, seeking global agricultural industrialization, industrial modernization, urban community harmoniously developing.Moreover, it was found that the number of rural settlements in Dezhou City decreased from 8468 in 1995 to 7969 in 2015, average resident area increased from 13.74 hectares in 2010 to 12.71 hectares in 2015,residents ratio increased from 1.546 in 1995 to1.77 in 2015, The degree of separation decreased from 287.7in 1995 to 1.909 in 2015,fractal dimension decreased from 1.679 in 1995 to 1.598 in 2015,From which we can see that the patch area and scale of the residential area are increasing, and the shape of the patch is becoming regular gradually.With the four layout maps of rural residential area of Dezhou buffer analysis arterial traffic like provincial road,national road and railway we found that the layout of Dezhou rural residents is effected relatively large by road in the distance of road less than5000 m.But long leave from road more than 5000 m,the layout is effected by road is not obvious.The road directivity is obvious.It would know the problems like:the layout of rural residents is scattered, the scale rural residents is small,the shape is irregular, still shown like stars in the sky distributed randomly with the serious phenomenon of "hollow village", lacking of reasonable planning by on-thespot investigation and data analysis. As for this situation, we propose the following advice:1. adjust measures to local conditions: according to the location advantages of different regional, forming different forms of park, area structure; 2, people-oriented: fully considering the interests of farmers, respecting the will of farmers, knowing the advantages and disadvantages of local area, consulting the will of farmers and finally make the right plan.
