Hunan Xiangjiang River Basin Ecological Compensation Based On Conditional Value Method Residents' Willingness To Pay

Xiangjiang river is the most important river in hunan province,as the mother river of hunan province in hunan province administrative unit within the length of the trunk is 670km,the water flows through the area of 85300 km~2,is 40.3%of the area of the administrative areas of hunan province,flows through the most developed area in the province,across the yongzhou,hengyang,chenzhou,loudi,yueyang,zhuzhou,xiangtan,changsha and other major cities.River region create nearly 8 into GDP in hunan province,about covering the entire province of the population.In xiangjiang river basin in recent years,with the surrounding the speeding up of urbanization and economic development by leaps and bounds,the xiangjiang river basin ecological environment public goods attribute to external economic phenomenon,its waters worsening ecological environment,the overall water quality decline year by year.Under this background,the river basin ecological compensation as a response to the shortage of water ecological environment destruction and watershed resources of a kind of effective measures,obtained the widespread attention from all walks of life and study.Value method of this article is based on CVM condition,the xiangjiang river basin ecological compensation residents'willingness to pay as the research object,using the method of nonparametric valuation and analysis of influencing factors,so as to provide a basis for in xiangjiang river basin ecological compensation standard of measurement and reference,perfect the compensation mechanism for watershed ecology xiangjiang river of hunan province,to promote fair use of the xiangjiang river basin,the internal environment resources,improve the xiangjiang river waters in xiangjiang river basin ecological environment,the implementation of the sustainable development of resources.The main research results are as follows:(1)based on the nonparametric estimation calculation in xiangjiang river basin ecological compensation residents'willingness to pay,through the study of the calculus of527 valid sample data,the results is 127.72 yuan/person*years,indicating that the xiangjiang river valley residents are willing to pay$127.72 per person per year service provider to the xiangjiang river basin water ecological environment,buy in xiangjiang river basin water ecological environment.(2)based on CVM values,in order to effectively analyze the xiangjiang river basin ecological compensation'willingness to pay,to"characteristics""residential features""water environmental consciousness""status evaluation""expectations"five factors affecting category 15 influence factors on the residents'willingness to pay the WTP for regression analysis.The empirical study shows that the education level of residents'willingness to pay(WTP)has a very significant positive impact;The residence time,the property of water environment consciousness,policy understanding degree,expectations of government governance has a very significant positive effect on the WTP;Water quality present situation,the vegetation coverage of the xiangjiang river basin ecological compensation residents pay will have a significant negative impact;Live from the tributary of the xiangjiang river or distance has a significant negative effect on residents'compensation will.(3)based on the will of residents in xiangjiang river basin river basin ecological compensation payments research conclusion,combined with the present situation in xiangjiang river basin ecological compensation in hunan province,puts forward four Suggestions:first,strengthen the xiangjiang river basin ecological compensation policy propaganda,broadening the river basin ecological compensation social public participation;Second,choose the reasonable calculation basis,scientific measurement in xiangjiang river basin ecological compensation standard;Third,the introduction of NGO compensation as a useful supplement,reducing in xiangjiang river basin ecological compensation transaction costs;Fourth,the establishment of unified in xiangjiang river basin environmental governance and management institutions.
