Immigration is an important activity of human development; immigrants which generated from water conservancy and hydropower construction are an important part of human migration. China is a nation of water conservancy migration. Over the period of 70 years since the founding of People’s Republic of China,90,000 various types of reservoirs have been built, causing 26 million people relocated. Hubei province is noted for the considerable water conservancy immigrants from the Three Gorges project and the middle line of the north-to-south Water Transfer Project. There are 220 million migrants(not including 100 million immigrants from small reservoirs) in the Hubei province which account for 10% of the rural population. In different developing periods, majority of immigrants in Hubei have exhibited great self-sacrifice to save the overall interests, have made important contributions to the cause of socialist construction. It is of important social value and practical significance to assist sacrificed people to obtain reasonable compensation and continues to strengthen the “Pareto improvement”through research interests’ coordination mechanism. North believes that institutional change determines the effective economic growth. For water projects immigration, it is an economical issue whose core is interests. China, in a market economy context, centrally planned water conservancy immigrants. So the study of Chinese immigration should commence from system.This paper is consisted of five Chapters.Chapter one is the introduction which clarifies the research background, significance, purpose, method, structural arrangements and innovation. It also includes the theory and literature review about institutional change theory and economics of water projects immigration.Chapter two uses qualitative methods and applies the path dependence theory to establish the framework of regional economic growth and Water Reservoir Project Resettlement. By studying changes of immigration policy of water projects home and abroad, especially institutional change of immigrants home, it is concluded that institutional factors are the main source of economic disparities and lead to migrants living standards between the reservoir area. Then, through in-depth analysis of the development of the immigration system, and the development of resettlement investment for the reservoir area and the importance of immigration, and meet- Karl Hicks improvements to the region and damage the interests of the region’s income balance plays a very important role, It is precisely this balance of interests brought about institutional change which to a certain extent transforms construction of water conservancy facilities and involuntary resettlement to regional development opportunity. Through the development of resettlement investment, regional development and individual interests of migrants could be coordinated and unified..Chapter three quantifies the important role of both development immigration system and resettlement investment for regional development and living standards improvement of migrants in Hubei province. Especially since the implementation of follow-up support policy in 2006, the development resettlement investment has been playing an important role in promoting regional infrastructure construction, improving living standards, health care, housing, education of immigrants. Data is used to confirm that the development immigration system can indeed promote regional economic development in the reservoir area, improve the living standards of immigrants, acquire balanced regional development and help immigrant live and work in peace and contentment. The institutional change is a good template for current system. And it also proves government, especially the immigration department, can play a positive and effective role in implementing the policies and coordinating the interests.Chapter four applies regression models to analyze data from 2008 to 2015 in the city of Yi Chang. It includes resettlement total investment funds, subentry funds, annual rate of change of the funds. Then, through comparing the region’s GDP, fiscal revenue, income of rural residents and urban residents’ income growth, the corresponding regression equation has been built. Research findings will confirm that resettlement funds have played a strong role in developing the region’s economy. By analyzing the results with respect to the compensatory investments in the overall development migration investment, the follow-up support bear stronger “hematopoiesis” function. It has not only dramatically developed regional economy and raised the immigrants’ living standards more and more but also met the need of current oriented-supply reform ideas.Chapter five is mainly about conclusions and recommendations. Summarize the analysis of the paper to point out shortcomings and further research areas. This paper hopes to continue researching on institutional change so as to find the “Pareto optimality” road to economic development of water reservoir areas.
