Agriculture is the basic industry to ensure national economic development. As a type of critical infrastructure for agricultural development, water conservancy facilities for agriculture have been paid more and more attentions in China. In Document NO.1 of the Central Government for several years continuously, it emphasized to widen fundraising channels of water conservancy construction was emphasized. In the meantime, special subsidy fund for water conservancy facilities of agriculture supported by the province and central financing and financial support to water cooperation organization of farmers were greatly increased. Based on analyzing development status, construction and investment problems of water conservancy facilities in Sichuan Province, it indicates that an increase of investment in water conservancy facilities is the basic assurance of agricultural development because of a close connection between water conservancy facilities and agricultural development.The main research contents include brief summarization and review on previous research on investment in water conservancy facilities for agriculture, formation of theoretical principle, logical frame and analytical methods for economics, analysis of development status and problems existing in Sichuan's water conservancy for agriculture; investigation on aspiration of Sichuan's farmers for investment in small-scale water conservancy facilities and its effects.Several different methods are used in this paper. The research status is analyzed by literature summarization. On the basis of statistic methods, an econometric model is developed to analyze contribution elasticity of agricultural output as a result of investment in water conservancy for agriculture. In accordance with the results of a questionnaire survey on 322 peasant household from 5 towns and 10 administrative village in Dujiangyan and Wuyin Irrigation District of Sichuan Province, a Bi-gram logistic model is found to analyze farmers' aspiration for investment in small-scale water conservancy facilities and its effects by demonstration.Focuses on Sichuan's investment in water conservancy for agriculture, the main results obtained in this study are as follows.The existing problems in investment and construction of water conservancy for agriculture are mainly indicated on four points. There are insufficiency of water conservancy facilities for needs of agricultural industry, low-level theory of investment, illegibility of property rights entity, lack of upkeep funds, variation of investment resulted from tax reform in the countryside, respectively.A regression model is formed by C-D production function. The elastic coefficient is equal to 0.291 which is estimated on the basis of macro data from Sichuan's agriculture. It shows that gross farm production is increased by 0.291% with an increase of 1% in water conservancy investment for Sichuan's agriculture. The value is higher than the one in maritime provinces. And it demonstrates that the current construction of water conservancy facilities for agriculture in Sichuan is inferior to the one in the provinces with developed agriculture, so the investment should be still increased.On the analysis of farmers' aspiration from Sichuan for investment in small-scale water conservancy facilities and its effects, research results show that variables obviously influence on farmers' aspiration, such as the population ratio of agricultural labor force to peasant household, farming income, the ratio of agricultural income to total income, assessment on grain subsidy policy and the ratio of area covered by flood to cultivated area the ratio of effective irrigated areas to cultivated area. However, the influenced orientation and degree is different. The variables have little effect on farmers' aspiration, such as cultural level, physical condition, the ratio of total sown area to sown area of rice and farmland type, but its plus/minus sign can reflects the influence to a certain extent.
