Institutional Research On Resettlement-induced By Water Resources Projects

The dissertation conducts research on resettlement-induced by water resources project from the perspective of institutional analysis for the first time.The dissertation, on the base of government policy, summarizes the relevant research of resettlement in economic and institutional perspectives, explores and research for new ways to settle the issues of resettlement-induced by water resources project.On the basis of the theories of institutional analysis with the tool of interest-conflict analysis, the chapter expatiates the relation between interest conflict and institutional change, develop the theory of institutional analysis, and thus has a try to set forth the evaluation criteria for the Resettlement-induced by Water Conversancy Project(RWCP) with the framework of institutional analysis involoved in. And therefore the chapter applies the expanded institutional analysis framework to the analysis of the RWCP to form the institutional analysis model(hypothesis) for the RWCP.On the basis of institutional analysis model for RWCP and in the perspective of institutional change, the thesis analyzes the variety and multilayer of the resettlement policy for water conservancy projects evaluating the policies at international, national and project levels and then it analyzes and evaluates the existing problems in the current resettlement policies.On the basis of identification of resettlement issues, the dissertation induces the characteristics of RWCP as issue-oriented study, introducing stakeholder analysis, trying to achieve mechanism innovation, fulfilling the change from conflict to reciprocal, constructing compensation mechanism, risk and cost analysis of the compensation mechanism, then putting forward the way to settle the cost.On the basis of institutional change analysis, combining with the issues and possible innovation, the chapter tries the proper institutional arrangement. First, on the institutional building, the dissertation puts forward two period institutional arrangements. Secondly, on project decision mechanism, it brings out the sustainable development impact evaluation mechanism. Then, on the basis of management system, it constructs resettlement management system. Lastly, it constructs resettlement policy evaluation and monitoring mechanism.Case study: resettlement of South-to-North Diversion project in institutional perspective. Applyingthe formed thinking of institutional analysis to the case of South-to-North Diversion Project, thecase study evaluates the resettlement policies for South-to-North Diversion and then thesuggestion for promotion is put forward.
